Position Summary
Dynamic Planning & Response (DP&R) is seeking a highly experienced Senior Training & Change Management Specialist to support the implementation of a statewide Offender Management System (OMS) modernization effort under the SYSCON contract with the Hawaii Department of Corrections and Rehabilitation (DCR).
This position serves as the lead advisor for organizational change management, stakeholder engagement, communications, training development, and user adoption activities associated with replacing legacy offender management processes and systems. The successful candidate will work directly with correctional leadership, institutional staff, probation personnel, administrative offices, and technical teams to ensure successful transition to the new system.
This is a hands-on leadership position requiring extensive onsite interaction with government personnel throughout implementation, testing, training, deployment, and post-go-live support.
Key Responsibilities:
Change Management Leadership
- Develop and execute a comprehensive Organizational Change Management (OCM) strategy supporting statewide OMS implementation.
- Conduct stakeholder analyses and identify organizational impacts across correctional facilities and administrative offices.
- Develop change readiness assessments and adoption metrics.
- Identify resistance points and develop mitigation strategies.
- Support executive leadership engagement and sponsorship activities.
- Facilitate workshops, focus groups, and change impact sessions.
Training Program Development
- Lead development of enterprise-wide training programs supporting OMS deployment.
- Conduct training needs assessments for diverse user groups.
- Develop role-based curricula for:
- Correctional officers
- Case managers
- Probation and parole personnel
- Medical personnel
- Facility administrators
- System administrators
- Executive leadership
- Develop instructor-led and computer-based training materials.
- Create:

Communications and Stakeholder Engagement
- Develop strategic communications plans.
- Draft executive briefings, newsletters, implementation updates, and user communications.
- Coordinate stakeholder outreach activities.
- Support leadership messaging and adoption campaigns.
- Conduct town halls and informational sessions.
Training Delivery
- Deliver classroom and virtual training sessions.
- Train government trainers and super-users.
- Support user acceptance testing and operational readiness activities.
- Conduct post-deployment refresher training.
Performance Monitoring
- Measure user adoption and training effectiveness.
- Develop and maintain dashboards and metrics.
- Analyze training outcomes and recommend improvements.
- Support continuous process improvement initiatives.
Required Qualifications:
Education
Bachelor's degree from an accredited institution in one of the following fields:
- Organizational Development
- Business Administration

Experience
Minimum 10 years of professional experience in training, organizational development, change management, business transformation, or enterprise system implementation.
Minimum 5 years leading large-scale organizational change initiatives involving technology modernization efforts.
Experience supporting implementation of at least one enterprise-level information system such as:
