Position Summary

The Senior Technical Writer is responsible for producing clear, accurate, and compliant technical documentation and proposal content in support of federal, state, and local government RFP responses. This role works closely with Technical SMEs, engineers, and proposal leadership to capture complex IT solutions - cloud, cybersecurity, software development, infrastructure, or data/AI - in writing that is both technically precise and persuasive to government evaluators. The Senior Technical Writer independently owns significant sections of proposal volumes and technical documentation, requiring minimal oversight, and may guide the work of junior writers.

Key Responsibilities
  • Draft, edit, and finalize technical content for proposal volumes (technical approach, solution architecture, management approach, staffing plans, past performance) in response to government RFPs, RFQs, and RFIs.
  • Interview and collaborate with Technical SMEs and engineers to accurately capture and translate complex technical solutions into clear, well-organized written content.
  • Develop supporting technical documentation such as system descriptions, process narratives, technical diagrams captions, and solution summaries.
  • Build and maintain compliance matrices, ensuring all technical content directly addresses Sections L (Instructions) and M (Evaluation Criteria) requirements.
  • Independently manage the writing and editing of assigned proposal sections against the proposal schedule, escalating risks or delays proactively.
  • Ensure consistency of terminology, voice, and formatting across technical content, aligning with established win themes and style guides.
  • Participate in and incorporate feedback from color team reviews (Pink/Red/Gold Team) into revised drafts.
  • Collaborate with graphics/desktop publishing resources to ensure technical narrative and visuals are integrated effectively.
  • Maintain and contribute to a reusable technical content library, boilerplate language, and templates to support proposal efficiency across pursuits.
  • Review and quality-check technical content produced by junior writers or SMEs for clarity, accuracy, and compliance.
  • Support post-submission efforts, including responses to Evaluation Notices (ENs), Clarification Requests, Discussions, and Best and Final Offer (BAFO) submissions.
  • Handle sensitive technical, proprietary, and customer data appropriately throughout the writing process, complying with customer-specific requirements - including any AI usage restrictions for government customers - and escalating questions rather than assuming.

Required Qualifications
  • Bachelor's degree in Technical Writing, English, Communications, Computer Science, or a related field (or equivalent experience).
  • 6+ years of experience as a technical writer, with substantial experience supporting federal, state, or local government proposals or technical documentation.
  • Demonstrated ability to translate complex, technical, IT-related subject matter into clear, accurate, evaluator-friendly writing.
  • Solid understanding of government solicitation structures (Sections L/M, PWS/SOW/SOO) and compliance-driven writing.
  • Strong editing and proofreading skills, with high attention to technical accuracy and detail.
  • Ability to manage multiple writing assignments simultaneously under firm deadlines.
  • Proficiency with Microsoft Word, PowerPoint, and Adobe Acrobat; familiarity with SharePoint or similar collaboration tools.

Preferred Qualifications
  • Prior experience writing for IT-specific government proposals (cloud, cybersecurity, software development, data/AI, network infrastructure).
  • Familiarity with Shipley or similar proposal development methodology.
  • Experience with GWAC/IDIQ vehicles (GSA MAS, OASIS+, SEWP, Alliant) and Task Order proposal responses.
  • Working knowledge of data security and data handling practices relevant to proposal development, including awareness that AI tool usage may be restricted or require approval depending on the customer.
  • Experience with proposal management tools (e.g., Privia, GovWin, Shipley Toolkit).
  • Background or working knowledge in a specific technical domain (e.g., cybersecurity frameworks, cloud architecture, DevSecOps) that supports faster, more accurate technical writing.
