Senior Technical Advisor, Supply Chain Risk & Mission Assurance

Location: Washington, DC

Work Environment: 4 days On-Site

Travel: Up to 30%

Role Summary

The Senior Technical Advisor, Supply Chain Risk & Mission Assurance, provides expert operational and strategic guidance supporting the identification, assessment, and mitigation of risks across the critical supply chains that sustain veteran healthcare delivery and mission-essential operations. Operating at the intersection of healthcare logistics, acquisition, pharmaceutical and medical-supply sourcing, and mission assurance, this role ensures that mitigation strategies are operationally executable, logistically realistic, and aligned to Department of Veterans Affairs (VA) priorities and authorities.

Embedded on-site within a Department of Veterans Affairs Central Office in Washington, DC, this individual serves as a trusted advisor to senior leadership responsible for protecting the continuity and resilience of the supply chains veterans depend on - guarding against supply disruption, foreign or concentrated dependency, supplier fragility, counterfeit or substandard products, and operational readiness risk.

This role serves as the primary interface supporting government stakeholders on supply chain risk management (SCRM) matters impacting medical and pharmaceutical supply continuity, critical healthcare infrastructure, and operational mission assurance. The advisor applies deep expertise in healthcare logistics, acquisition, supplier and industrial-base analysis, and strategic risk mitigation to enable senior leaders' decisions in support of the VA mission.

The ideal candidate brings a strong understanding of healthcare and pharmaceutical supply chains, medical-device and medical-surgical sourcing ecosystems, and Department of Veterans Affairs (or comparable federal healthcare) processes and protocols at a senior level.
What You'll Do
  • Support executive-level decision-making through briefings, read-aheads, risk assessments, and actionable mitigation recommendations for senior government leaders.
  • Translate complex analytical findings into decision-grade recommendations aligned to mission assurance, continuity of care, and operational readiness priorities.
  • Serve as a senior advisor supporting Department of Veterans Affairs leadership on supply chain risk management and mission assurance initiatives tied to critical healthcare capabilities and essential medical products.
  • Advise government stakeholders on risks impacting healthcare and pharmaceutical supply chains, including foreign dependency, supplier and manufacturer concentration, supply-base fragility, manufacturing and capacity constraints, counterfeit or substandard products, cybersecurity exposure, and geopolitical disruption.
  • Assess and validate mitigation strategies by applying expert judgment on operational feasibility, supplier and manufacturing capacity, logistics realities, and federal acquisition authorities.
  • Evaluate the resilience of supplier ecosystems and the medical and industrial base supporting mission-critical VA programs and essential healthcare operations.
  • Coordinate across acquisition, logistics, clinical, engineering, and operational stakeholders to drive integrated supply chain risk mitigation efforts.
  • Provide technical and operational context on manufacturing capabilities, strategic sourcing pathways, production and capacity constraints, and healthcare sustainment considerations.
  • Support the refinement of methodologies, frameworks, and validation standards for healthcare-focused supply chain risk management initiatives.
  • Operate effectively within sensitive government environments while supporting mission-essential VA priorities.
What You Need
  • 10+ years of experience supporting the Department of Veterans Affairs, federal healthcare, public health, or comparable mission-driven environments, including acquisition, logistics, supply-base analysis, or mission assurance initiatives.
  • Demonstrated expertise in Supply Chain Risk Management (SCRM) within healthcare, pharmaceutical, medical-device, public health, or comparable regulated supply chain environments.
  • Experience advising senior leaders within the Department of Veterans Affairs, a federal healthcare or public health organization, or comparable government agency.
  • Strong understanding of healthcare and pharmaceutical supply chain operations, medical-supply manufacturing ecosystems, logistics, and strategic supplier networks.
  • Proven ability to assess the feasibility and operational impact of mitigation strategies across complex, multi-tier supply chains.
  • Familiarity with federal acquisition processes, healthcare logistics and sustainment frameworks, supply readiness considerations, and mission assurance priorities.
  • Exceptional communication and executive briefing skills with experience presenting to senior government executives, SES leadership, or equivalent stakeholders.
  • Ability to operate independently in fast-paced, high-consequence government environments.

  • Federal service or direct operational support experience within the Department of Veterans Affairs or another federal health agency.
  • Familiarity with mission assurance, continuity of operations, and critical infrastructure protection initiatives.
