Job Description:Parsons is looking for an amazingly talented
Senior Subcontract Administrator to join our team! In this role you will be
providing Procurement support for large environmental/construction projects in Canada.Candidates local to Calgary are preferred but we are open to applicants anywhere in Canada to work virtually.
What You'll Be Doing:Subcontract Administration
- Provides technical guidance to Work Package Managers on existing subcontracts - use of terms and conditions, monitoring trends, change management, claims avoidance, dispute methodology, invoice attestation etc.
- Prepares subcontract documents and amendments, including identification and inclusion of flowdown requirements from the prime contract. Ensures that terms and conditions will be appropriate.
- Serves as liaison between subcontractor and project personnel.
- Attends progress meetings and prepares formal contractual correspondence when necessary
- Coordinates change management process with Work Package Managers tailored to each subcontract
- Maintains accurate tracking records tailored to each subcontract
- Performs subcontract closeout process
- Performs other responsibilities associated with this position as may be appropriate
Competitive Procurement
- Curation of qualified bidder lists in association with Socio-Economic group
- Completion of bidder pre-qualifications in association with Socio-Economic group
- Preparation and issuance of responses to RFIs, solicitation question periods etc.
- Receives subcontractors' responses to requests for proposals, determines each subcontractor's ability to meet Company and project requirements, and negotiates the terms and conditions.
- Prepares and issues contracts commensurate with delegated procurement authority.
- Post-award contract formulation using project templates for the following:
- Material supply
- Equipment supply
Purchasing
- Assist with the purchasing of site services and materials as required
What Required Skills You'll Bring:- Bachelor's Degree in Supply Chain, Contract Administration, Business Administration (or significant related field work experience).
- 5+ years of related work experience involving typical procurement activities, including subcontracting
- Extensive knowledge of subcontracting activities typical for the construction industry (employment in a similar role on a large infrastructure project and/or EPC experience will be considered an asset)
- Experience with Canadian government contracts (specifically PSPC allocated ones)
- Experience with Indigenous Opportunity programs on large projects
- Expert contract negotiation skills such as ability to effectively negotiate subcontract dispute resolution
- Experience with high volume, technical RFQ/RFP production will be considered an asset
- Experience with Field Purchasing using a standard Purchase Requisition/Purchase Order process tied to Limits of Authority (LoA)
- Strong communications and organizational skills
- Strong computer knowledge Microsoft SharePoint, PowerPoint, Word and Excel

Salary Range: $40.24 - $74.71
