About the OpportunityThe Senior State Budget & PolicyAnalyst serves as the institution's subject matter expert on Stateappropriations and legislative funding impacting the University of NorthCarolina System. This position provides strategic analysis of State budgetproposals, legislative actions, and funding allocations affecting theinstitution.
The analyst monitors and interpretsState budget developments, supports implementation of State appropriations, andprovides financial and policy analysis to inform institutional leadership. Therole works closely with the UNC System Office, Government Relations, and campusleadership to ensure effective use, compliance, and strategic planning relatedto State funding.
This position is a hybrid work arrangement and will work at least three days per week onsite at the Dillon building in downtown Raleigh's Warehouse District. UNC System employees are generally required to reside in North Carolina, within a 2-hour commuting distance of their assigned duty station.
About the TeamThe Finance and Administration division works as staff to the Board of Governors, president, and chief operating officer to support the financial management of the UNC System. This includes the areas of budget development and execution, facilities, property, capital construction, debt management, procurement policy, tuition and fee development, efficiency efforts, and analysis of policy changes with a fiscal impact.
Minimum Education, Experience, and SkillsBachelor's degree in public administration, public policy, economics, finance, accounting, or related field with a minimum of three (3) years of experience in budget analysis, financial analysis, public finance, or government policy analysis. All degrees must be received from appropriately accredited institutions.
Required Competencies• Experience interpreting financial data and preparing analytical reports. • Strong analytical, research, and written communication skills. • Demonstrated compliance with and appreciation for financial and operational integrity.
Preferred Education, Experience, and Skills• Experience working with state government budgets or legislative processes.• Knowledge of North Carolina State budget development and appropriations processes.• Experience in higher education finance or UNC System budget practices.• Experience interpreting legislative or policy language related to public funding.• Experience developing financial models, dashboards, or analytical tools.
