Job Description: Primary responsibility for the cost, schedule and technical performance of programs and projects in support of the business area. Participate in the preparation of proposals, preparation of business and program plans, development Statements of Work and be responsible for the profit/loss of assigned programs. Contact for program activities, as well as interface with Integrated Program Team members from various organizations within the company. Interface with customer personnel (all levels) to provide performance status, recommend concepts/possible pursuits related to assigned Program efforts.

Effectively working with the customer to develop program concepts and secure funding. Develop contract activities with customer and L3Harris entities as required. Establish and lead IPTs to develop plans of execution and statements of problems, as they arise, with identification of alternatives, criteria for and assessment of alternatives, recommended solution, and implementation of the authorized solution through the relevant program process. Maintain constant awareness of program objectives, plans, schedules, upcoming events, risks, issues, changes and change-control, and current performance status. Maintain constant vigilance in all day-to-day activities to assure proactive management of risk, issues, and changes. Interface with customer and affiliated contractor personnel to establish, brief out and maintain programmatic efforts.

  • Supports in process multi year/multi partner developmental programs under Navy contract
  • Performs broad analysis of future requirements or concepts of operations; articulates in written and presentation form the necessary information to advise customers and/or leadership.
  • Interprets and administers policies, processes, and procedures to develop concepts of operations or working instructions to best execute program objectives.
  • Liaises with other program managers, Customer, customer affiliated contractors and senior leadership to support advanced business planning efforts and initiatives for systems and programs.
  • Identifies business risks and responds with pre-emptive measures to ensure integrity of operational or programmatic targets and/or milestones.
  • Reviews budgetary information and cost-benefit analysis on programs
  • Applies advanced problem-solving skills to meet program objectives; may employ knowledge of leading-edge technologies or application of advanced principles and/or techniques.
  • Candidate must possess excellent communication/presentation skills and be able to work effectively with diverse personalities within customer and L3Harris management levels.


Essential Functions:

  • L3Harris program management support in coordinating efforts with the Program Management team across various geographic locations in support of Shipboard Systems planning and execution for U.S. Navy's Strategic Systems Programs (SSP).
  • Experience with planning/execution of complex and multi partner developmental programs
  • Interface with and provide direction to Integrated Project Team (IPT) members from various organizations within L3Harris to assure customer commitments and objectives are met and program assets are effectively managed.
  • Maintain strategic communications with the customer.
  • Possess an active DoW Secret security clearance.
  • Plan, execute, and control programs and projects to meet Range & Test Solutions program scope, cost, schedule, and technical performance goals. Will have profit/loss responsibility of assigned programs.
  • Manage program objectives, plans, schedules, upcoming events, risks, issues, changes, and current performance status.
  • Manage and participate in the preparation of proposals and Business and Program plans.

Qualifications:

  • Bachelor's Degree and minimum 6 years of prior relevant experience. Graduate Degree and a minimum of 4 years of prior related experience. Technical degree preferred.
  • 4 years project management 9 years' experience in all phases of project and program management, from proposal and ensuing negotiations through contract award, project planning, project execution and closeout.
  • In lieu of a degree, minimum of 10 years of prior related experience.
  • 4 years' experience with Earned Value Management System (EVMS) concepts.
  • An active DoW security clearance is required. Applicants selected must have completed a government security investigation and must meet and maintain eligibility requirements for access to DoW classified information.


Preferred Additional Skills:

  • Formal training in Project Management, with PMP certification.


In compliance with pay transparency requirements, the salary range for this role in California, Massachusetts, New Jersey, Washington, and the Greater D.C, Denver, or NYC areas is Min$106,500.00 - $197,500.00 Max. The salary range for this role in Colorado state, Hawaii, Illinois, Maryland, Minnesota, New York state, Cleveland Ohio, and Vermont is $92,500.00 Min - $171,500.00 Max. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location.
