Responsibilities

Peraton's Department of the Interior (DOI), U.S. Fish and Wildlife Service (FWS), and NOAA's National Marine Fisheries Service (NMFS) have identified a critical gap in the federal government's ability to conduct comprehensive Endangered Species Act (ESA) research. While FWS operates an authoritative web-based platform for managing data for terrestrial and freshwater species, it does not currently include NMFS marine and anadromous species data forcing agencies to rely on separate, manual processes. This program closes that gap by integrating marine and anadromous species data into the existing FWS platform, creating a single, unified experience for all ESA-listed species.

 

Peraton is seeking a Senior Software Engineer to lead the design and implementation of decision logic engine updates and consultation package builder enhancements for a federal environmental platform. You will implement complex regulatory routing logic and species-specific consultation workflows that directly support ESA Section 7 compliance.

This is a fully remote position supporting a 12-month period of performance with potential for follow-on work and possible placement in other programs across Peraton at the conclusion of the program.

Day To Day Roles and Responsibilities

  • Lead the design and implementation of decision logic engine updates for new species types and Endangered Species Act - Section 7 regulatory logic
  • Implement correct species list generation logic for multiple consultation types including marine-only, anadromous, and joint agency consultations
  • Develop agency routing logic to correctly route consultations to the appropriate regulatory agency based on species and project location
  • Incorporate agency-specific content requirements into biological assessment templates within the consultation package builder
  • Validate end-to-end decision logic and template functionality in the non-production environment
  • Support pilot consultation workflow execution, resolving logic defects identified during testing
  • Incorporate live consultation feedback from production into decision logic revisions and consultation package builder updates
  • Contribute to the Consultation Logic Alignment Memorandum, documenting the technical implementation of joint agency consultation logic, species routing rules, and template content requirements for formal government review
  • Deliver Updated DKeys and Consultation Package Builder Assets, incorporating all approved logic changes, template updates, and agency-specific content requirements and submitting finalized assets for government acceptance
  • Submit finalized logic updates to the government for review and acceptance
  • Enforce code review requirements prior to all deployments; maintain all code in the version-controlled repository
Qualifications

Basic Qualifications

  • Bachelors degree and 8 years professional experience or a Masters degree and 6 years professional experience or an Associates degree and 10 years professional experience; or a high school diploma/equivalent and 12 years’ professional experience.
  • U.S. Citizenship required; must have the ability to obtain and maintain a Public Trust clearance
  • Extensive experience with software development with a focus on federal application development
  • Experience developing complex business rules engines, decision logic systems, or regulatory workflow applications
  • Proficiency in Java, Python, or equivalent backend development languages
  • Experience with REST API integration for connecting decision logic engines to cloud data platforms and front-end consultation workflows
  • Experience with federal software development standards including code review, version control, and peer review requirements
  • Experience producing formal technical documentation or compliance memoranda for government review and acceptance
  • Familiarity with federal compliance requirements (Section 508, FedRAMP, FISMA)

Preferred Qualifications

  • Bachelor's/ Master's degree in Computer Science, Systems Engineering, or Enterprise Architecture or a related technical field is strongly preferred
  • TOGAF or equivalent enterprise architecture certification
  • Experience with Databricks, Delta Lake, or cloud data lakehouse architecture on AWS
  • Familiarity with DOI, FWS, NOAA Fisheries, or other natural resource agency IT environments
  • Experience with ESA Section 7 compliance or environmental regulatory systems
  • Active Public Trust Clearance
Target Salary Range$80,000 - $128,000. This represents the typical salary range for this position. Salary is determined by various factors, including but not limited to, the scope and responsibilities of the position, the individual’s experience, education, knowledge, skills, and competencies, as well as geographic location and business and contract considerations. Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay.
