Full Job Description
One Federal Solution (OFS) is seeking a Senior Scientific Systems Specialist / Project Program Management V to support the Government Client. The selected candidate will provide senior-level scientific, technical, and program management support for biosafety, biosecurity, and biomedical research policy initiatives. This position will lead complex scientific analyses, advise leadership on policy implementation, coordinate multidisciplinary teams, and support the planning, integration, documentation, and implementation of scientific and health information initiatives. The ideal candidate will possess extensive experience supporting scientific programs, federal health organizations, and cross-functional stakeholder engagement while translating complex scientific information into strategic recommendations.
Key Responsibilities
  • Lead scientific systems analysis, program planning, documentation, implementation, and operational support activities.
  • Provide senior-level scientific and technical expertise supporting biosafety, biosecurity, and biomedical research policy initiatives.
  • Lead multidisciplinary teams consisting of scientists, clinicians, analysts, program managers, educators, and technical stakeholders.
  • Analyze scientific, operational, policy, and programmatic information to develop strategic recommendations supporting organizational objectives.
  • Prepare executive-level reports, technical documentation, white papers, presentations, and briefing materials for senior government leadership.
  • Support the implementation and continuous improvement of scientific programs, health information initiatives, and operational processes.
  • Advise leadership regarding biosafety, biosecurity, and scientific policy implementation.
  • Coordinate with internal and external stakeholders to support scientific initiatives and program execution.
  • Support user engagement, implementation planning, and operational change management activities.
  • Present scientific findings, project updates, and recommendations to executive leadership and program stakeholders.
  • Ensure project deliverables are completed accurately, on schedule, and in accordance with Government requirements.
  • Perform additional scientific, technical, and program management duties as assigned.
Required Qualifications
  • Bachelor's degree in Biology, Biomedical Science, Public Health, Life Sciences, Health Sciences, Medical Sciences, or a related scientific discipline. Advanced degree preferred.
  • Minimum of ten (10) to fifteen (15) years of progressively responsible experience supporting scientific programs, biomedical information systems, health information systems, or scientific program management.
  • Demonstrated experience supporting scientific systems analysis, documentation, implementation, and operational support.
  • Experience leading multidisciplinary teams consisting of scientists, clinicians, analysts, program managers, and technical stakeholders.
  • Experience preparing executive-level reports, technical documentation, briefings, and presentations.
  • Strong analytical, organizational, project management, technical writing, and communication skills.
  • Ability to work independently while providing leadership across multiple projects.
  • Must be a U.S. Citizen.
  • Must be able to successfully obtain and maintain the required Government Background Investigation (Tier 2 or Tier 5, as required).
Preferred Qualifications
  • Proven expertise supporting biosafety and biosecurity policy analysis, documentation, implementation, and operational support.
  • Experience supporting federal health, defense health, research, or public health organizations, including NIH, CDC, FDA, CMS, VA, DHA, HHS, or similar agencies.
  • Experience leading or advising multidisciplinary scientific or healthcare teams.
  • Experience supporting health information systems implementation and user engagement activities.
  • Experience providing executive-level scientific or technical advisory support.
  • Advanced degree in a scientific, biomedical, medical, or public health discipline.
