Full Job Description
Reporting to the Manager, RTR Payment System Operations, the Senior RTR Payment System Operations Analyst is responsible and accountable for leading and executing defined operational processes and procedures related to ongoing operations of the RTR system while exercising good judgement and managing risk to the enterprise risk tolerance. The Senior RTR System Operations Analyst is an important subject matter expert for RTR operations, Fraud operations and for providing analysis and recommendations based on their expertise and research, and acting as a mentor to develop expertise across the team.

| A day in the life

Responsibilities of the Senior RTR Payment System Operations Analyst position will include but is not limited to:

RTR Payments System Operations
  • Assessing operational needs of the RTR from a continuous improvement perspective.
  • Supporting the RTR Payment System Operations annual RTR Audit exercise.
  • Ensuring annual Business Continuity Management and Disaster Recovery exercises are planned, staffed and executed on schedule, and supporting producing reports from those exercises.
  • Supporting Fraud Operations as designated in the approved Fraud Operations Model RACI.
  • Ensuring weekly activities related to the Financial Institution Number (FIN) Lookup Database are executed on time.
  • Supporting the ongoing management and maintenance of the RTR Service Request catalogue.
  • Supporting annual reviews and refresh activities of all RTR Business Processes.
  • Participating in on-call schedule for Operational Support of all RTR operational incidents and events.
  • Work closely with the RTR Payments System Operations (RPOC) team to ensure smooth service delivery. Perform in depth analysis and manipulation of data to uncover an underlying story or opportunity for improvement.
  • Responsible for providing sound policy analysis, advice, and recommendations to RTR Payments System leadership.
  • Provide a business and interface between RTR Operations, the RTR Technical Operator, the National Payments Fraud Services (NPFS) and the Clearing & Settlement and Exchange Layer-3 (L3) Support providers.
  • Support internal teams by identifying issues impacting RTR Participants, analyzing business, operational, and policy implications, and developing resolutions.
  • Contribute to the continual improvement of the RTR Operations team by proactively identifying and sharing process improvement opportunities.
  • Execute RTR Business process operations, monitoring, and oversight activities.

Reporting
  • Lead internal Payments Canada team responsible for delivery of the Quarterly Operational Health report and other related reports, including innovating and improving on the depth and quality of the team's reporting for various internal and external audiences.
  • Lead annual reporting responsibilities for RTR Audit and related Participant and Technical Operator attestations.
  • Interface with and provide timely, accurate information to various corporate reporting teams (e.g., risk and security, compliance, research).
  • Lead key reporting activities, including the annual tiered participation reporting.

Subject Matter Expert
  • Maintain strong understanding of Payments Canada payment systems and payment functions including how the RTR interacts with BOC and Participant systems.
  • Present and share subject matter expertise with various audiences both internally and externally by conducting seminars, training sessions and presentations as required.
  • Mentor and share subject matter expertise internally with colleagues to help ensure adequate cross training for critical functions.

Relationship Management
  • Establish a close working relationship with Payments Canada internal and external stakeholders in order to develop a comprehensive understanding of their day to day operations relating to RTR.
  • Collaborate with others to generate, elaborate, and champion creative ideas to solve problems and seize opportunities.
  • Ensuring strong working relationships with the RPOC, Lynx & ACSS Operations teams, and the Fraud Product team are fostered and maintained.
  • Monitoring and coordinating responses to RTR inquiries from participants and other stakeholders as well as the general public, as required to support Participant Services.
  • Acting as a subject matter expert on RTR business operations for internal planning, change management, rules, policy and product roadmap discussions.
  • Ensuring healthy and productive operational relationships exist and are maintained with the RTR Technical Operator, the National Payments Fraud Services (NPFS) and the Clearing & Settlement and Exchange Layer-3 (L3) Support providers.
  • Managing RTR Emergency Committee (EC) membership and functions, including agendas, development of meeting materials, scheduling and communication.
  • Maintaining positive relationships with internal stakeholders while identifying opportunities to improve RTR processes and systems, new product features, issues and risks to the safety and soundness of the RTR system.

Professional Development
  • Attend conferences, courses, and seminars (approximately 5-10 days annually) and pursue reading and research in order to maintain the skills required in the performance of the duties associated with this position.

| What you need to be successful
  • A Bachelors of Business Administration, Mathematics, Computer Science, Engineering or related Business Degrees in Finance, Economics or experience in the financial industry of five (5)+ years working directly with payments systems.
  • Must demonstrate experience in payment operations and operational support, report writing & presentation, process engineering and incident/problem management.
  • Experience working with complex systems and processes.
  • Strong organizational skills with a continuous improvement perspective.
  • Experience in building strong effective relationships with internal and external stakeholders.
  • Experience working in the financial industry including with payment processing systems is an asset.
  • Occasional travel will be required between Toronto and Ottawa.
  • Eligibility to obtain and maintain a Government of Canada Reliability Status Clearance and can successfully complete enhanced background checks that may be carried out by Payments Canada.

Our target starting rate for this role is $100,300 with flexibility based on your experience and qualifications. The full salary range and benefits package are detailed below.
