SENIOR ROW SPECIALIST - COMPLEX ACQUISITION & CONDEMNATION

Location: Minnesota - Field/Project Based
Employment Type: Full-Time
Starting Salary Range: $85,000-$100,000 annually

The Opportunity

ProSource Land Services is seeking an experienced Senior ROW Specialist - Complex Acquisition & Condemnation to join our Minnesota team supporting a major natural gas pipeline program.

This is not an attorney position. It is a senior right of way position responsible for moving the project's most difficult acquisition files forward and coordinating the real estate and project components necessary when voluntary acquisition is unsuccessful.

The successful candidate will work closely with ProSource's Project Manager, acquisition team, appraisers, surveyors and the client's internal and outside legal counsel.

Responsibilities
  • Assume responsibility for difficult, stalled and high-risk acquisition files.
  • Develop negotiation strategies for complex landowner matters.
  • Conduct senior-level negotiations in an effort to achieve voluntary settlement where appropriate.
  • Identify files that are approaching condemnation and verify acquisition documentation is complete.
  • Coordinate appraisal assignments and appraisal access.
  • Coordinate parcel exhibits, legal descriptions and other real estate documentation.
  • Assemble and maintain complete condemnation-support files.
  • Prepare acquisition chronologies and negotiation summaries.
  • Coordinate information requested by client legal counsel.
  • Track appraisal, offer, legal and filing milestones.
  • Participate in strategy meetings involving difficult parcels.
  • Assist with settlement negotiations during condemnation proceedings when requested.
  • Identify property-impact issues that may affect valuation or settlement strategy.
  • Coordinate special landowner commitments and damage issues.
  • Assist with acquisition-team training and quality control.
  • Support construction and post-construction ROW matters as project needs evolve.

Qualifications

Required:
  • Minimum of 7 years of progressively responsible right of way or infrastructure land acquisition experience.
  • Demonstrated experience handling difficult or complex negotiations.
  • Working knowledge of appraisal concepts, property rights, easements, damages and acquisition documentation.
  • Experience with condemnation, eminent domain or acquisition files prepared for legal proceedings.
  • Ability to organize complex files with exceptional attention to detail.
  • Strong written communication skills, including preparation of negotiation summaries and project chronologies.
  • Ability to work professionally with attorneys, appraisers, landowners and technical consultants.
  • Valid driver's license and ability to travel throughout Minnesota project areas.

Preferred:
  • Pipeline or utility condemnation experience.
  • Minnesota eminent-domain project experience.
  • Agricultural valuation or damage experience.
  • IRWA designation, coursework or comparable professional training.

Compensation and Benefits

The anticipated starting salary range is $85,000 to $100,000 annually, based on directly relevant experience and qualifications.
