Individuals in this position have demonstrated experience in leading small to moderate sized testing teams. They understand the concepts of software quality assurance theory and practice. Can formulate testing strategy and plans where none may exist previously. They are able to communicate effectively with business and technical teams on testing activities and can assist developers with test-driven development. May require a bachelor's degree and at least 9 years or equivalent experience in a related area.

Project Overview

The Oregon Department of Revenue (DOR) is developing a new information technology (IT) system for industrial property tax. Taxpayers will file their annual industrial property tax returns in the new system for the 2025-26 tax year with a January 1, 2025, assessment date and a March 15, 2025 filing deadline. The system will be available in a secure online services portal using a Microsoft Dynamics 365 GCC platform. It will eliminate the need for emailed and paper mailed returns, provide access to forms and information, provide account and asset detail, designate authorized users, communicate securely, and exchange confidential taxpayer information.

The project is releasing in two phases; phase 1 will provide taxpayer and county web portal for industrial property tax returns with a go live date of 1/1/2025 and phase 2 will provide appraisal/inspection functionality with a go live date of 5/19/2025. This project is a legacy application modernization, as the original system was developed over 20 years ago. There is also a large Organizational Change Management component as this represents a business process transformation and a new leading edge technology skill set needed for IT.

This project uses PMBOK, and the software development lifecycle is Agile. RSM is the solution vendor implementing the solution, and there is a DOR IT and Program (end users) team as well.

Responsibilities
  • Participate in the requirements gathering sessions, review requirements and start considerations for the test plan.
  • Create detailed, comprehensive, and well-structured test plans and test cases.
  • Estimate, prioritize, plan and coordinate testing activities.
  • Design, develop and execute automation scripts using open-source tools.
  • Identify, record, document thoroughly and track bugs.
  • Perform thorough regression testing when bugs are resolved.
  • Participate in GAP analysis with the vendor.
  • Work with BA to understand functional design. Work with development lead to understand technical design.
  • Develop the overall DOR test plan, what will happen in each testing phase, impacted areas.
  • Work with BA to create system, end to end and regression test cases.
  • Work with BA, SME, and program tester to create DOR user acceptance test cases.
  • Create the appropriate data and pre-conditions in the test and staging environments to support the testing effort.
  • Execute the test cases in the appropriate environment. Record detailed test results of pass and fail scenarios.
  • When a planned testing phase is complete, prepare the test summary report.
  • Smoke-test the deployed solution to ensure it is working correctly.
  • Develop and apply testing processes for new and existing products to meet client needs.
