JOB DESCRIPTION

JOB TITLE: Senior Property Manager

DEPARTMENT: Housing

FLSA: Non-Exempt

REPORTS TO: Director of Property Management

SALARY: $80K - $90K

SUMMARY:

The Senior Property Manager is responsible for overseeing the day-to-day operations, compliance, occupancy, rent collection and resident relations for affordable housing developments. The ideal candidate will have a minimum of five years of property management experience, including affordable housing compliance, income certifications, leasing, rent collection, and legal proceedings related to tenancy. This position requires strong leadership skills, the ability to effectively supervise and mentor staff, and the capacity to manage multiple priorities in a fast-paced environment. The Senior Property Manager must possess excellent organizational, communication, and problem-solving skills, as well as proficiency in property management software and Microsoft Office applications. The ability to work independently while fostering collaboration across departments is essential.

DUTIES & RESPONSIBILITIES:
• Oversee and assist with initial, annual, and interim income certifications and recertifications, ensuring accuracy andtimely completion.
• Receive and review housing applications, oversee waiting list management, and ensure timely processing of applicantinquiries.
• Assist with applicant screening, lease preparation, lease renewals, move-ins, and resident orientation.
• Ensure compliance with all federal, state, local, and program-specific regulations, including LIHTC, HUD, Section 8,CityFHEPS, and other subsidy programs.
• Coordinate with housing authorities, social service agencies, and subsidy providers to ensure accurate and timely subsidy administration.
• Oversee and process billing adjustments, rent corrections, subsidy adjustments, and account reconciliations, ensuring all changes are accurate, properly documented, approved, and completed in a timely manner.
• Prepare for agency audits, management reviews, REAC/NSPIRE inspections, and compliance reviews, addressing findings and implementing corrective actions as necessary.
• Review monthly rent rolls, delinquency reports, and accounts receivable; oversee rent collection efforts including payment agreements, collection notices, resident outreach, lease enforcement, and preparation of monthly rent collection and vacancy reports.
• Coordinate legal proceedings related to non-payment, holdover actions, lease violations, and other tenancy matters; prepare and review legal documentation, serve as the primary liaison with attorneys, and attend court proceedings, hearings, and settlement conferences as required.
• Monitor occupancy levels, vacancy reports, and unit turnover timelines, implementing strategies to maximize occupancy and minimize loss of revenue.
• Conductpre-occupancy, move-out and annual apartment inspections in conjunction with Facilities staff
• Review regulatory agreements and document property-specific requirements.
• Address resident concerns, complaints, and grievances in a professional and timely manner while promoting positive resident relations.
• Ensure consistent enforcement of lease provisions and community policies.
• Assist with conflict resolution and resident retention efforts.
• Coordinatewith Finance, Security, Facilities, and Services department.
• Assist Director of Property Management with creation and implementation of new policies
• Other duties as assigned

EXPERIENCE, EDUCATION AND SPECIAL REQUIREMENTS:
• Bachelor's degree in Business Administration, Public Administration, Housing, Real Estate, or a related field preferred; equivalent combination of education and experience will be considered.
• Minimum of five (5) years of property management experience, preferably within affordable housing.
• Demonstrated experience with affordable housing programs, including LIHTC, HUD, Section 8, CityFHEPS, and other federal, state, and local subsidy programs.
• Strong knowledge of income certifications, recertifications, leasing, occupancy management, rent collection, delinquency management, and eviction proceedings.
• Experience preparing for and responding to agency audits, compliance reviews, REAC/NSPIRE inspections, and regulatory monitoring.
• Experience supervising and mentoring staff, with the ability to effectively manage multiple priorities and deadlines.
• Strong organizational, analytical, problem-solving, and decision-making skills with exceptional attention to detail.
• Excellent written, verbal, and interpersonal communication skills, with the ability to interact professionally with residents, staff, government agencies, attorneys, and community partners.
• Proficiency in Microsoft Office Suite and property management software
• Low-Income Housing Tax Credit (LIHTC) and/or affordable housing certifications preferred.
• New York State Real Estate Broker's License preferred.
• Bilingual (English/Spanish) preferred.
• Ability to travel between properties as required.
