SENIOR PROJECT SPECIALIST (AI/AN Victim Services Programs)

ICF seeks a highly motivated Senior Project Specialist to lead assistance engagements with American Indian and Alaska Native (AI/AN) grantee communities in the development of capacity building, sustainability planning and compliance assistance for federal grantees.

This role ensures that grant recipients receive highquality, trauma-informed support that strengthens their ability to develop, expand, and sustain services for victims of crime, including victims of human trafficking, child sexual abuse, domestic violence, elder abuse, and families of Missing or Murdered Indigenous Persons (MMIP). The successful candidate excels at communicating and is skilled at establishing and maintaining partnerships. They also have extensive experience working with Indigenous communities, understand the unique regional challenges to program implementation, incorporate a culturally humble approach across all aspects of their work and are respectful of tribal sovereignty.

This position will support clients in specific regions, therefore we are seeking candidates located in the mid-west, pacific northwest, and the southwest - Alaska, Arizona, California, Oklahoma, New Mexico, Texas.

This position requires obtaining a Public Trust Clearance PRIOR to the start date.

Key Responsibilities
  • Provide comprehensive capacity building and compliance assistance to AI/AN victim services programs to ensure compliance with award conditions, including client confidentiality policies, program narratives, time-task plans, and addressing award conditions
  • Plan and execute assistance activities including developing and advancing customized assistance plans, sharing subject matter expertise, and reporting on outcomes
  • Assist programs in developing or enhancing victim services policies and procedures, conducting community needs assessments, and developing strategic and sustainability plans
  • Support recipients in resolving OJP monitoring issues and implementing corrective actions
  • Evaluate individual grantee needs and partner with grantees to implement and track progress of customized assistance plans
  • Develop and foster truly collaborative partnerships with tribal communities as well as a broad range of training and technical assistance providers
  • Support grantees as they enhance and strengthen their crime victim services
  • Develop trainings, curriculum, and resources appropriate for AI/AN audiences and their identified needs
  • Facilitate trainings including webinars, peer learning exchanges and communities of practice
  • Support grantees in the creation of key activities to advance their programs and services
  • Assist with strategic planning
  • Conduct reviews of resources, infrastructure, and capacity within the tribal communities
  • Identify and share culturally responsive, trauma informed practices, resources, and approaches


Basic Qualifications Required
  • Bachelors degree
  • Minimum 5 years working with AI/AN communities
  • Minimum 5 years of experience in victim services
  • Minimum 2 years prior experience supporting federal grants programs and support to AI/AN grant recipients to ensure compliance with award conditions, including client confidentiality policies, program narratives, time-task plans, and other award documentation
  • Willingness to travel if required
  • U.S. citizenship is required by federal government contract
  • This position requires a Public Trust security clearance. Applicants will be subject to a government security investigation to obtain clearance prior to the start date


Additional Skills Required
  • Experience delivering customized grant management assistance to federal grantees
  • Knowledge of conducting community needs assessments, strategic planning, or program development
  • Comfortable serving as a resource and providing input to senior management and a government client on the unique challenges of AI/AN communities
  • Experience working in diverse communities with a deep understanding of AI/AN populations
  • Excellent verbal, interpersonal, and written communication skills
  • Ability to engage audiences and communicate effectively in a virtual space
  • Strong analytical, problem-solving, and decision-making capabilities
  • Familiarity with victim-centered, trauma informed approaches

  • Ability to work collaboratively across providers, the government client, subject matter experts and project partners
  • Proficient in MS Office Applications (Word, PowerPoint, Outlook, Excel, SharePoint, Teams) and other E-learning, webinar, and digital platforms


Preferred Skills
  • Experience working in or on behalf of tribal communities in the victim services space with an understanding of crime victim services issues
  • Innovative and engaging trainer (both virtually and in-person)
  • Knowledge of the unique challenges confronting tribal communities such as access to broadband as well as regional/geographic considerations
  • Familiarity with adult learning principles as well as preferences and styles for tribal audiences
  • Ability to scale and adapt content based on level of learner and their experience

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.

The pay range for this position based on full-time employment is:
$67,063.00 - $114,008.00
