Our Federal Government client is looking for a
Senior Business Project Manager to work on sector initiatives. They may be responsible for gathering, analyzing and validating business requirements associated with projects related to the business environments of the client.
Responsibilities Include: - Responsible for the research and analysis that supports the evolution of technology with a view toward continuous improvement of business processes and data integrity by applying appropriate technology to solve business problems and translate into actionable business requirements;
- Identify and document business vision, strategies, objectives and drivers;
- Lead and facilitate business and technology leaders to refine functional strategy, create technology roadmaps and translate business roadmaps into specific capabilities and features that align with business goals and objectives;
- Influence the development of business strategies and support the implementation of key strategic initiatives working closely with business stakeholders;
- Support the identification of opportunities to drive change in current business processes in order to reduce cost, improve efficiency, and improve effectiveness;
- Work with lines of business on project planning, identifying solutions, and documenting current and target environments;
- Translate concepts into actionable plans;
- Develop business and project management documentation such as:
- Treasury Board submissions (PPA & EPA);
- Project charter;
- Mission/vision statement;
- Business proposal;
- Business case.
- Analyze business implications of the application of technology to current business environment(s);
- Articulate complexity in simple terms to facilitate quick understanding and decision making from project stakeholders;
- Bridge the gap between non-technical stakeholders and internal technical teams;
- Ensure requirements are captured accurately and completely;
- Establish and monitor project requirements, priorities, and deadlines;
- Support the full project lifecycle from initial concept through to delivery, ensuring that changes meet the true business need at all times;
- Direct activities to ensure high quality results within defined time and budget schedules;
- Coordinate activities among project team members, cross functional teams, suppliers and clients to meet project objectives and ensure completion of project deliverables, on schedule and within budget constraints;
- Develop, manage and control project timelines/schedules and resources;
- Ensures timely completion of the project within the approved budget by comparing actual progress to a baseline plan and identifies corrective actions;
- Participate in Stage-Gate reviews and present current stage accomplishments, the plan and costs for the next stage;
- Work closely with the business client, managing their expectations during each stage of the project life cycle;
- Use common project vision to motivate project stakeholders, and limiting relying on direct control to achieve objectives;
- Conduct regular retrospectives and process reviews to identify improvement opportunities;
- When dealing with missed commitments, focus the team on solving the problem while holding stakeholders accountable in a manner that is conducive to teamwork and sense of common vision;
- Identify and manage risks, issues and activity progress to ensure project objectives are achieved;
- Manage project risks with necessary mitigation, escalation and backup plans and communicate status to various governance oversight committees;
- Plan and execute effective change management programs to ensure business acceptance and user effectiveness with the solutions delivered and ensure technology investments align with transformation imperatives;
- Recognize conflict when it is occurring, and identifies its sources and effects;
- Collaborate with other parties to achieve a win/win solution with the end goal in mind;
- Manage conflict in respectful manner by taking emotion out of the problem;
- Use good judgment on when to escalate the issues to senior management and when to work through issues with the project team;
- Utilize escalation channels wisely avoiding over and under-escalation;
- Develop and execute a communication plan to ensure all impacted parties (upstream/downstream) are informed of project progress;
- Stay current with client needs and strategies; utilizing formal and informal written communication methods (for example, emails, newsletters, PowerPoint presentations, executive updates, task lists, updates) to communicate updates and findings; and facilitating project meetings and presentations to all types of diverse audiences (for example, senior management, business clients, technical staff, etc.);
- Produce meeting minutes to clearly convey major developments, action items, and risks;
- Make presentations to management on project updates, project cycle, and expected results;
- Generate project status reports and manage expectations as agreed upon by all stakeholders;
- Ensure project closure including completion of lessons learned and required documentation; and
- Other tasks and deliverables as required.
Qualifications and Experience: - Minimum of 11 years experience as a senior project manager;
- Minimum of 2 projects within the last 5 years with separate Government of Canada departments;
- University Degree from an accredited institution;
- Project management certification in good standing from one of the following:
- Axelos MSP: Managing Successful Professional;
- PMI PMP: Project Management Professional;
- Prince 2 Practitioner; or,
- AAPM MPM: Master Project Manager
- Experience developing project plans and schedules;
- Experience developing business roadmaps;
- Experience analyzing business implications of applying technology to current business environment(s).
- Experience developing ten (10) of the following:
- Communication plans;
- Strategic business plans;
- Project charter;
- Mission/ vision statement;
- Business proposal;
- Business case;
- Preliminary project plan;
- WBS (Work breakdown structure);
- Risk assessment;
- Contingency plans;
- Training plan;
- Project scope;
- Fit/Gap analysis;
- Governance framework;
- Lessons learned project closeout report;
- SWOT (strengths/weaknesses/opportunities/threats) analysis;
- Stakeholder analysis;
- Organization readiness assessment;
- KPI's (key performance indicators); and,
- Project forecasts and budgets.
- Risk management experience including risk mitigation, escalation and backup plans;
- Experience planning and executing change management programs;
- Experience developing Treasury Board Submissions;
- Experience participating in stage-gate reviews;
- Experience preparing briefing notes and developing and delivering management presentations to senior management.
