The Opportunity:

CACI is seeking a highly experienced Senior Project Manager (Mission Partner Advocate J3). The Senior Project Manager serves as the designated Mission Partner Advocate and operational representative supporting assigned mission partners across the INDOPACOM Area of Responsibility. This position functions as the primary interface between mission partner J3 operational staff and the Mission Integration and Operations Cell (MIOC), ensuring operational requirements are translated into synchronized logistics, infrastructure, platform, training, security, and emergent operations support.

The Senior Project Manager provides operational oversight, mission integration, campaign synchronization, exercise support, crisis response coordination, and execution management supporting:

  • SOCPAC
  • 8th TSC
  • PACFLEET
  • PACAF
  • MARFORPAC
  • INDOPACOM Headquarters

This position serves as the senior operational advocate, ensuring mission partner priorities remain visible, synchronized, and executable throughout the enterprise.


Responsibilities:

Mission Partner Advocacy

  • Serve as the primary operational representative supporting the assigned mission partner headquarters.
  • Maintain continuous engagement with J3, J35, J39, Operations Centers, and mission planning staffs.
  • Translate mission partner operational requirements into actionable support requirements.
  • Represent mission partner priorities within the Mission Integration and Operations Cell (MIOC).
  • Ensure operational objectives are aligned with capabilities and resources.
  • Facilitate rapid issue resolution between mission partners and functional organizations.
  • Provide operational updates and mission status reporting to senior government leadership.

Operational Integration & Synchronization

  • Synchronize support activities across Logistics Services, Facilities & Infrastructure, Platform Solutions, Knowledge Management, Security Services, Training, and Emergent Operations.
  • Coordinate operational requirements across multiple mission partners simultaneously.
  • Ensure operational priorities are incorporated into planning cycles and execution activities.
  • Lead mission synchronization meetings and operational integration forums.
  • Coordinate support requirements during exercises, campaigns, contingency operations, and crisis response activities.
  • Facilitate cross-functional collaboration among government, contractor, coalition, and partner nation stakeholders.

Campaign & Exercise Support

  • Support campaign planning efforts throughout the Indo-Pacific region.
  • Participate in Operational Planning Teams (OPTs), Joint Operational Planning Teams (JOPTs), and Mission Planning Conferences.
  • Coordinate logistics and sustainment support requirements supporting exercises and operational events.
  • Support rehearsal activities, mission analysis, operational assessments, and after-action reviews.
  • Synchronize mission partner exercise requirements with support capabilities.
  • Monitor exercise execution and identify operational risks and mitigation actions.

Crisis Response & Emergent Operations

  • Support rapid response planning and execution during contingency operations.
  • Coordinate emergent operational requirements through the MIOC.
  • Assist in activating crisis response teams, surge personnel, and expeditionary support capabilities.
  • Synchronize mission partner requirements during natural disasters, humanitarian assistance missions, contingency operations, and conflict scenarios.
  • Monitor operational impacts affecting mission execution and recommend corrective actions.
  • Support contested logistics and distribute sustainment operations across the theater.

Mission Integration & Operational Oversight

  • Monitor operational performance metrics supporting assigned mission partners.
  • Ensure contractual support activities remain aligned with operational priorities.
  • Support development of operational dashboards, readiness assessments, and mission effectiveness measures.
  • Coordinate operational reporting and executive briefings.
  • Support identification and implementation of process improvements.
  • Evaluate operational effectiveness and recommend enhancements to increase mission success.

Stakeholder Engagement

  • Coordinate with Combatant Commands, Service Components, Special Operations Forces, Joint Staff organizations, coalition partners, interagency organizations, and host nation stakeholders.
  • Support strategic engagement activities supporting theater security cooperation objectives.
  • Facilitate operational coordination among geographically dispersed organizations.
  • Build and maintain trusted relationships with mission partner leadership.


Qualifications:

Required: 

  • Active TS clearance with SCI eligibility
  • Bachelor’s Degree in Business Administration, Operations Management, National Security Studies, Military Science, Logistics, International Relations, Public Administration, or a related field.
  • Relevant military or government operational experience may be substituted for education requirements.
  • Minimum 12 years of operational, program management, military planning, mission integration, or enterprise support experience.
  • Minimum 8 years supporting Joint, Combatant Command, Service Component, Special Operations, or Theater-level organizations.
  • Experience supporting operational planning, campaign planning, contingency operations, or crisis response activities.
  • Experience coordinating complex activities across multiple organizations and stakeholders.
  • Experience managing operational execution in dynamic environments.
  • Demonstrated ability to brief and advise senior military and government leaders.
  • Experience supporting geographically dispersed operations across multiple locations.
  • Experience leading integrated teams supporting large-scale government programs.


Desired:

  • Master’s degree in Business Administration, Operations Management, National Security Studies, International Relations, Military Science, Strategic Studies, Public Administration, or related discipline.
  • Prior experience supporting SOCPAC, USSOCOM, INDOPACOM, PACAF, PACFLEET, MARFORPAC, USARPAC, 8th TSC, Joint Staff, or Geographic Combatant Commands.
  • Experience serving as a J3 Operations Officer, Chief of Operations, Operations Planner, Campaign Planner, Mission Manager, or Program Manager.
  • Experience supporting Operational Planning Teams (OPTs), Joint Operational Planning Teams (JOPTs), Campaign Planning Teams, or Crisis Action Teams.
  • Experience supporting Indo-Pacific operations and theater security cooperation activities.
  • Experience supporting Special Operations Forces, Joint Force operations, or multinational operations.
  • Experience supporting contested logistics, distributed operations, Agile Combat Employment (ACE), Expeditionary Advanced Base Operations (EABO), or Distributed Maritime Operations (DMO).
  • Experience integrating military operations with logistics, infrastructure, security, communications, and sustainment functions.
  • Experience utilizing operational and mission command systems such as GCCS-J, C2IE, JOPES, JTIMS, JLLIS, SharePoint, Power BI, or similar operational planning tools.
  • Experience supporting operational readiness assessments, campaign synchronization, and theater-level execution management.
  • PMP, PgMP, Lean Six Sigma, Joint Planner (JPME), or equivalent professional certifications preferred.
