JOB DESCRIPTIONThe Senior Project Manager provides experienced project management support across planning, execution, reporting, stakeholder coordination, and continual improvement activities for the IT Infrastructure portfolio. This role ensures compliance with NASA governance requirements, supports alignment across OCIO organizations and mission stakeholders, and contributes to strategic roadmap planning. The Senior PM supports higher level project management efforts and helps ensure that project activities and deliverables are carried out effectively across the team.
FUNCTIONAL RESPONSIBILITIESProject Management & Lifecycle Support
- Develop and maintain project artifacts-including project plans, schedules, WBS, risk registers, decision logs, and technical review packages-in accordance with NPR 7120.7 and the IT Program/Project Management Handbook.
- Create, track, analyze, and report project risks and issues using OCIO approved reporting tools and repositories.
- Establish, maintain, assess, and report project performance metrics, including cost, schedule, scope, and risk indicators.
- Develop and present executive level reports and prepare materials for senior leadership reviews (e.g., Systems Engineering Reviews, Key Decision Point Reviews, OCIO Budget & Integration Reviews).
- Support working groups and technical forums when project input, analysis, or representation is required.
- Develop and maintain a comprehensive service line strategic roadmap outlining planned projects, initiatives, timelines, dependencies, and resource needs.
Integration & Stakeholder Coordination
- Proactively coordinate, communicate, and collaborate with the OCIO Enterprise Project Management Office, Enterprise Business Office, and mission and center stakeholders affected by infrastructure related activities to support alignment, integration, and effective execution of project and portfolio management functions.
- Initiate and maintain regular engagement, provide timely status updates, identify and elevate risks or impacts, gather stakeholder requirements, and help ensure that all project and portfolio activities are synchronized with NASA governance processes, schedules, and strategic objectives.
- Support adherence to NASA project management policies, processes, and standards, including NPR 7120.7, NIST SP 800 53 Rev 5, NIST 800 207 (ZTA), and NASA STD 1006.
Continual Service improvement
- Conduct Continual Service Improvement (CSI) efforts, including identifying process gaps, recommending improvements, and supporting implementation of enhanced project management and service delivery practices.
- Deliverable Traceability
- Ensure project deliverables, documents, plans, and milestones are appropriately documented, maintained and traceable to applicable requirements.
Remote, hybrid, and onsite positions the employee bears travel costs to nearest NASA Center for badging and issue of NASA IT equipment.
EDUCATION AND PREVIOUS WORK REQUIREMENTS- Minimum education: BA/BS
- Minimum experience: A minimum of 10 years of progressively responsible project management experience, including oversight of major projects and cross functional teams.
EXPERIENCE/COMPETENCIES/SKILLS:
Minimum Qualifications:
- 10 years of progressively responsible project management experience supporting complex, multi stakeholder or technical programs.
- General IT knowledge sufficient to understand infrastructure concepts, system interactions, dependencies, and constraints.
- Experience working with enterprise scale IT infrastructure or service delivery environments.
- Strong understanding of project management governance, performance metrics, and compliance requirements.
- Familiarity with Agile methodologies and the ability to work within Agile or hybrid delivery environments.
- Ability to analyze project workflows, identify opportunities for improvement, and propose practical enhancements.
- Awareness of federal IT policy frameworks such as NIST guidelines, OMB memorandums, and related governance directives.
- Effective written and verbal communication skills, including experience preparing leadership level briefings and status updates.
- Ability to coordinate and communicate effectively across technical, business, and organizational teams.
Preferred Qualifications
- Experience with NASA policies and governance frameworks (e.g., NPR 7120.7, NIST SP 800 53 Rev 5, NIST 800 207, NASA STD 1006).
- Previous federal government or government contracting experience.
- Experience supporting enterprise infrastructure projects, service line planning, or large multi-organization/center initiatives.
- Knowledge of IT service management, systems engineering processes, and organizational change impacts.
- Professional certifications such as PMP, PgMP, Agile (CSM, SAFe), ITIL, or similar.
- Demonstrated ability to synthesize complex technical information and communicate it clearly to diverse audiences.
