Position Description
With guidance from the Program Manager, plan, organize, direct, and control projects and team members to accomplish program goals within cost and schedule guidelines. Exercise discretion and independent judgment with respect to matters of significance to the business.

We offer a hybrid schedule (in-office & remote/work from home) or an onsite schedule and flexible hours. Candidates will need to reside near Charleston, SC to ensure work site flexibility.

Essential Functions
Under guidance from the Program Manager:
  • Review program and project contracts/agreements to ensure compliance with all requirements.
  • Develop sufficient program knowledge to effectively engage with team members and clients.
  • Support project activities across distributed teams, including:
    • Serving as a primary liaison to government sponsors and stakeholders; facilitating collaboration among customers, vendors, and users.
    • Establishing, maintaining, and reviewing project cost and schedule baselines.
    • Facilitating development and review of Statements of Work (SOW), including work breakdown structures, resource allocation, and milestone payment plans; ensuring proper revision control.
    • Tracking project scope, budget, and schedule using Earned Value Management (EVM) as required.
    • Reviewing invoices for accuracy and evaluating cost variances.
    • Coordinating with the Government Project Agreement Officer, Project Agreement Representative (PAR), and Project Coordination Teams (PCT) to monitor progress, ensure milestone execution, and support delivery acceptance.
    • Identifying, assessing, and managing project risks, including developing mitigation strategies.
    • Conducting limited literature research to support technical understanding and problem-solving.
  • Evaluate Project Status Reports (PSRs) and recommend actions to maintain project execution.
  • Prepare and present program updates for reviews and conferences.
  • Provide direct support to the Government client's program office, as directed.
  • Plan, coordinate, and facilitate program team meetings (onsite or virtual).
  • Support internal reporting and forecasting efforts by ensuring accurate financial data entry and providing insight to project financial performance


Additional Responsibilities
  • Provide direction and assign tasks to Program Assistants or Program Administrators, as needed.
  • Collaborate regularly with Division Leads, Program Managers, Contracts personnel, senior technical staff, and ATI leadership.
  • Track and coordinate project or program success stories with Business Development and Communications.
  • Identify and support business development opportunities, including proposal preparation.
  • Perform other duties as assigned by the Program Manager or Division Lead.


Qualifications
Required:
  • Bachelor's degree with 5+ years of relevant experience, or equivalent combination of education and experience; OR
  • Master's degree with 3+ years of relevant experience, or equivalent combination.
  • Minimum of 3+ years of experience in planning, managing, or executing collaborative programs/projects.
  • Strong communication skills, including presentations, technical writing, and meeting facilitation.
  • Ability to work independently while contributing effectively within a team environment.
  • Strong computer skills and proficiency in Microsoft Office Suite (Excel, Word, PowerPoint, Outlook, Project).
Preferred:
  • Project Management Professional (PMP) certification.
  • Degree in a scientific discipline (e.g., microbiology, chemistry, immunology, or related field) or relevant experience.
  • Experience in biomedical or pharmaceutical research, public health preparedness, or advanced development programs.
  • Knowledge of biomedical or pharmaceutical product development lifecycles, including R&D, clinical development and manufacturing.
  • Experience working with government programs.
  • Experience in multi-organizational teams

Ability to travel to conferences and meetings required. Weekend travel is very infrequent, however, it may be needed to support the client's needs for an early Monday or late Friday event

This position will need the ability to access US only data systems - US Citizenship is required and/or must be able to obtain and maintain a Personal Identification Verification (PIV) credential to access federal government systems.

Anticipated starting salary is in range commensurate with education and experience:
$90,000 - $110,000
