Summary:

Goldbelt C6, LLC., is seeking a Senior Program Officer / Subject Matter Expert I to provide technical and analytical support to INR/OPN’s work in the Indo-Pacific region. The Bureau of Intelligence and Research (INR) is a bureau of the Department of State and a member of the Intelligence Community (IC). INR serves as the Intelligence Mission Center for the Department of State and the Assistant Secretary serves as the Secretary of State's Principal Intelligence Advisor and Head of an Intelligence Community Element. INR fulfills its operational mission through two core activities: All-Source intelligence analysis and support and ensuring intelligence activities are consistent with Foreign Policy objectives by representing the Department of State in the IC. The Office of the Opinion Research (INR/OPN) collects and analyzes survey data to provide timely insights into foreign opinions on a host of important issues.

Responsibilities

Essential Job Functions:

  • Serve as Project leader on three to five country studies
  • Design nationwide public opinion surveys
  • Develop new methodologies to conduct public opinion surveys in the Indo-Pacific region
  • Travel overseas, when required, to supervise in person quantitative and qualitative projects and make changes necessary to ensure firms are adhering to best practices
  • Report results from such polls, other acquired surveys in the region, and qualitative projects by writing clear, concise assessments, and interpretative opinion analyses for the Secretary of State and other top-level officials in the United States Government foreign policy community
  • Brief the results to key consumers, such as the staff at U.S. Embassies in the Indo-Pacific region, the NSC, and INDOPACOM
  • Integrate public opinion into intelligence assessments
  • Keep up with activities and developments in the Indo-Pacific region
  • Demonstrate subject area expertise on specific countries of policymaker interest
  • Produce a wide array of INR written products
  • Develop objectives and plans for research in the Indo-Pacific region
  • Take the lead on project planning for a number of key countries
  • Identify opportunities to conduct and conducting cross-national analyses of cross-cutting issues across or within the Indo-Pacific, and those that link Indo-Pacific interests to other cases across the globe
  • Develop new methodologies to conduct public opinion surveys in the Indo-Pacific region
  • Liaise with and advise INDOPACOM on data analysis
Qualifications

Necessary Skills and Knowledge:

  • Ability to work well with diverse teams
  • Knowledge of standard software packages, including Microsoft Office, Outlook, Excel, Word, PowerPoint and Access
  • Knowledge of various statistical software packages, including SPSS, R and Stata
  • Familiarity with Department manuals, circulars, instruction, and directives
  • Ability to obtain and maintain a suitable security clearance and DoS badge
  • Regional expertise encouraged, but not required

Minimum Qualifications:

  • Undergraduate or a graduate degree in a social science discipline
  • Ability to obtain and maintain a Top Secret / SCI clearance.
  • Some travel may be required.

Preferred Qualifications:

  • Current maintains an active Top Secret / SCI clearance.
  • Prior experience working with the U.S. Department of State is highly desired to understand the culture and environment.

Pay and Benefits

The salary range for this position is $135,000 to $145,000 annually.
