Torch Technologies has an exciting opportunity for an experienced
Senior Program Manager providing support to the Air Force Life Cycle Management Center/ISR SOF (AFLCMC/HB) at Hanscom AFB, MA. The Air Force Program Execution Office for Intelligence, Surveillance, Reconnaissance and Special Operations (PEO ISR SOF) has the collective Air Force Materiel Command (AFMC) mission responsibility to manage and execute the modernization, development, testing, production, fielding, and sustainment of the ISR SOF portfolio, which includes over 200 programs for the United States Air Force (USAF) and foreign allies. AFLCMC/PEO ISR SOF is headquartered at Wright Patterson Air Force Base, OH, with geographically separated operating units CONUS and OCONUS. This position supports the AWACS (E3) and Wedgetail (E7), and the International Airborne Battle Management Command and Control (FMS) Division; AFLMC(WIW). The WIW Division is located at Tinker AFB (OK) and Hanscom AFB (MA), with dispersed support at Eglin AFB, Seattle, WA, San Antonio, TX, and several OCONUS positions.
As a
Senior Program Manager your duties include, but are not limited to:
- Support the E7 program office, focusing on the acquisition documentation required for a new major acquisition program entering the major milestone decision process.
- Provide program-level acquisition support to Program Managers and Integrated Product Team Leads, guiding program execution to meet cost, schedule, and performance objectives. Ensure adherence to DoW directives and policies, including DoWI 5000.02, DoWI 5000.80, and DoWI 5000.81.
- Support contract execution through expert analysis and solutions, including reviewing acquisition documents, milestone decision briefings, and risk management plans. Prepare inputs for RFPs such as system specifications, SOWs, and CDRLs.
- Evaluate program health, advise leadership on options to maintain objectives, and assist in planning acquisition strategies that align with DoW and Air Force policies.
- Develop and maintain acquisition reports (e.g., MAR, DAES, APB), prepare briefings, and ensure consistency across program deliverables. Utilize tools such as CCaR, IDECS, and EDA.
- Develop, maintain, and execute program risk management plans, facilitating risk identification, analysis, and mitigation while coordinating program risk boards and working groups.
- Assist in developing source selection strategies, evaluation criteria, and RFP documentation. Provide recommendations for incentive clauses and evaluate contractor proposals.
- Oversee Mission Planning Environment (MPE) systems to ensure they meet operational and testing requirements. Coordinate with stakeholders to align MPE capabilities with operational flight program schedules.
- Provide critical support for lifecycle logistics, operational planning, and sustainment strategies, ensuring mission readiness and effective system integration.
- Monitor DoW acquisition reforms and advise leadership on process improvements, cost avoidance strategies, and policy interpretations. Ensure compliance with updated regulations and directives.
- Collaborate with division branch chiefs, program managers, and contractors to provide expert guidance, streamline integration, and address programmatic issues affecting overall performance.
Required Qualifications:- U.S. Citizenship
- Bachelor's degree, and a minimum of 12 years of experience, including at least 5 years supporting DoW programs, OR
- 15 years of experience, including at least 8 years supporting DoW programs.
- Comprehensive knowledge of principles, policies and practices of systems acquisition and program management, as defined in DoWI 5000.02 and 5000.75, as well as knowledge of roles and relationships within the DoW and the Air Force
- Possess knowledge of qualitative and quantitative techniques for gathering, analyzing, and measuring the effectiveness, efficiency and productivity of acquisition programs
- Possesses the ability to effectively communicate orally and in writing, providing quality acquisition and program documentation including but not limited to briefings, documents, and plans.
- Must have and maintain an active Secret security clearance.
Preferred Qualifications:- Master's degree, and a minimum of 10 years of experience, including at least 5 years supporting DoW programs
- Strong PM skills to include all components of cost, schedule and performance.
- Experience in Air Worthiness is a plus, as well as experience with Aircraft requirements.
- Milestone experience with Major Acquisition programs will be a significant factor. Acquisition reporting skills and documentation, both writing and reviewing, will be a significant part of this job.

Salary Range: $130,000 - $145,000
