Job Summary
The Senior Program Manager, Population Health Incentive Programs, manages the operations of our two incentive programs - the Internal Performance Framework (IPF) and our provider incentive program. The IPF is the financial risk-sharing framework between MGB and the integrated and affiliated care delivery entities and ambulatory practices. Each year the IPF is developed with a slate of measures for quality, cost and strategy performance to improve value for our patients. The provider incentive program leverages the IPF metrics to measure performance at the individual provider level and distributes shared savings from our value-based healthcare contracts to high performing integrated providers and practices.

This position is part of the Population Health Finance team and reports to the Director of Value Based Care Performance. This role partners closely with finance, actuarial, clinical and operational teams to deliver reliable, straightforward and accurate reporting and financial payments to drive performance.

Essential Functions

1. IPF Lifecycle & Reporting Production

At any point in time, the IPF will span 3 years - the prior performance year (focused on final measurement and financial settlement), the current performance year (focused on performance evaluation and management) and the future performance year (focused on measure adjustment to meet evolving payor contract requirements and system strategy). This role is responsible for managing the information, communication and progress of the IPF lifecycle, from measure development to implementation and settlement. The role is also responsible for project management of quarterly reporting; coordinating between actuarial, data analytics, clinical operations, finance and Population Health leadership teams.
• Drives work forward to create a collaborative, coordinated and timely IPF development and execution
• Develops agendas and leads regular meetings with actuarial and data analytic teams
• Develops and manages project plans
• Identifies opportunities to improve our reporting production processes
• Documents decisions; creates and distributes meeting notes

2. Data Analytics & Customer Service

There are many users, or customers, of the IPF data and reports including operational leaders, medical directors and data analysts across the MGB system. This role serves as the central point person to track, manage and coordinate responses to stakeholder inquiries.
• Reviews and evaluates data; synthesizes key issues
• Tracks open items and next steps and proactively works to ensure others complete assigned tasks
• Identifies, resolves, and escalates issues as needed

3. Communication
• Creates User Guides and other materials to support understanding of performance measurement and incentive programs
• Creates presentations about performance
• Presents updates, reports, recommendations, data, and analysis to various central and local audiences

4. Other Duties as Assigned

The Finance team is responsible for evaluating and improving performance in our risk-based contracts including Medicare, Medicaid and Commercial. The Senior Program Manager may be assigned other project duties to support the work of the PHM Finance team leadership.

Qualifications

Education
Bachelor's Degree in a related field of study or equivalent years of experience required, Master's Degree Related Field of Study preferred

  • 0 - 1 years of team leadership experience preferred
