Full Job Description
mPower is seeking a Senior Program Analyst to support a federal client in advancing program operations, policy implementation, and organizational effectiveness. This highly visible role serves as a strategic resource to client leadership by strengthening business processes, supporting executive communications, developing training and guidance, and enhancing the administration of complex research programs.

Job Responsibilities

  • Develop and update educational materials, policy guidance, and procedural documentation.
  • Edit and review internal and external communications to ensure accuracy, consistency, and clarity.
  • Serve as a liaison between stakeholders and maintain and update program-related website content in support of centralized communications efforts.
  • Collect, analyze, and summarize data to develop recommendations and briefings for client leadership.
  • Prepare summary reports, training materials, presentations, and other communications related to program activities, operations, and policies.
  • Provide high-level guidance and support on policies, business rules, processes, systems, roles, and responsibilities across program operations.
  • Develop and deliver training for staff on organizational policies, procedures, business processes, stakeholder engagement, timelines, and operational requirements.
  • Document business processes and best practices to support continuity of operations, knowledge management, and staff training.
  • Assist leadership in planning, coordinating, and executing executive meetings, advisory councils, and other high-profile engagements with internal and external stakeholders.
  • Review funding opportunities, strategic initiatives, policy updates, and organizational guidance to assess potential program impacts.
  • Monitor changes to applicable policies, regulations, and guidance to ensure program compliance and recommend process improvements as needed.
  • Participate in program, project, and staff meetings, providing updates and recommendations to support organizational objectives.
  • Develop, revise, and maintain standard operating procedures (SOPs), desk guides, internal guidance, and other process documentation supporting program administration and business operations.
  • Prepare responses to requests for information from executive leadership, oversight organizations, funding agencies, and other internal and external stakeholders.
  • Collaborate with cross-functional teams to improve operational efficiency, strengthen business processes, and support strategic initiatives.
  • Perform other duties as assigned.


Required Qualifications

  • Bachelor's degree in Public Administration, Business Administration, Public Policy, Communications, Life Sciences, or a related field. An advanced degree is a plus.
  • Minimum of 7 years of progressively responsible experience supporting complex federal programs, research administration, program operations, or policy implementation.
  • Demonstrated experience interpreting and applying federal policies, regulations, business rules, and standard operating procedures.
  • Experience developing, documenting, and improving business processes, operational guidance, and standard operating procedures (SOPs).
  • Strong written and verbal communication skills, with experience drafting executive correspondence, reports, briefing materials, presentations, and policy guidance.
  • Experience developing and delivering training materials, educational resources, and user guidance for diverse stakeholder groups.
  • Ability to collect, analyze, and synthesize qualitative and quantitative information into clear, actionable recommendations for leadership.
  • Experience coordinating cross-functional initiatives and working effectively with executive leadership, program staff, and external stakeholders.
  • Exceptional organizational, project management, and time management skills, with the ability to manage multiple priorities in a fast-paced environment.
  • Strong editing and proofreading skills with exceptional attention to detail and accuracy.
  • Proficiency with Microsoft Office Suite, including Word, Excel, PowerPoint, Outlook, and Teams.
  • Ability to work independently while collaborating effectively within a multidisciplinary team.
