***Security Clearance Required: A Final DoD Top-Secret Clearance***

This position does not provide a telework option. Candidate must be willing to work on-site in Patuxent River, MD.

CRL provides a signing bonus and potential relocation assistance for this position.

Primary Responsibilities:

Analyze, evaluate, and provide recommendations for the planning, developing, monitoring and executing procurement and contractual actions and associated documentation. Responsible for coordinating with technical leads to support pre-acquisition and post-acquisition strategy planning and implementation. Prepare and facilitate signature of Procurement Request (PR) packages for contracts and Government activities, ensuring that all justifications are provided in accordance with the procurement type. This includes reviewing Statements of Work (SOWs), Specifications and Contract Data Requirements Lists (CDRLs); and coordinating with the finance team to identify funding for each procurement. Ensure that procurement packages are complete and proactively track packages through the approval process with the technical, cost, security, information technology/information assurance, finance, program management and contract teams. Coordinate directly with technical leads to respond to requests for information regarding procurement packages.

Tasks Performed:

Demonstrated Knowledge:

  • Review and validate the accuracy of technical assessment reports in comparison to contractor proposals, as permitted by law and regulation.
  • Support pre and post-award efforts.
  • Perform tasks to track/achieve acquisition and procurement milestones, which includes coordinating procurement planning conferences; drafting procurement planning agreements; tracking and facilitating completion of procurement milestones and PR packages; monitoring progress of contract expenditures; developing detailed spend plans (at task level and rollup program levels).
  • Facilitate the resolution of funding and/or period of performance issues between the Government and the respective contractors.
  • Provide support and assistance in reviewing, assessing, and complying with policies, standards, guidelines, or procedures established by Department of Defense (DoD), Department of Navy (DoN), and Assistant Secretary of the Navy for Research Development and Acquisition (ASN(RD&A)).
  • Monitor and track the status of contracts to include, but not limited to analyzing funding (obligations and expenditures), spend plans, travel requests, period of performance, coordinating with applicable Procuring Contracting Officers (PCOs), Administrative Contracting Officers (ACOs), Contracting Officer Representatives (CORs), and vendor relative to outstanding issues.
  • Track deliverables and analyze programs cost, schedule and performance data.
  • Prepare various Excel spreadsheets/reports to be used as tracking tools for Program Management, as required.
  • Support technical and finance teams in responding to various data drills, such as collecting accrual data.


Required Education: Bachelor's Degree from an accredited college or university.

Required Experience: Candidate must have five (5) or more years of experience with federal acquisition process.

Desired Experience:

  • Candidate should be proficient in all Microsoft Office products (Outlook, Word, Excel, and PowerPoint).
  • Candidate should have demonstrated good oral and written communication skills.
  • Candidate should be knowledgeable of Navy contracts, security and finance processes.
  • Candidate should have experience working in a dynamic, schedule constrained, complex security environment and have the ability to respond to drills with a short turnaround time.

Security Clearance Required: A Final DoD Top-Secret Clearance.

Estimated Travel: 10%
