## Job Summary

We are seeking an experienced **Senior Product Manager** to lead a major **public-sector legacy application modernization initiative** in Pennsylvania.

This position will play a key leadership role in a multi-year digital transformation program focused on modernizing a mission-critical application used to support public-facing business processes and complaint resolution.

The Product Manager will own the **product vision, strategy, roadmap, requirements, product backlog, testing, and implementation activities** associated with the modernization effort. The successful candidate will work closely with business stakeholders, IT leadership, solution architects, developers, UX/UI professionals, vendors, and other technical teams to design and deliver a modern, scalable, secure, and accessible enterprise solution.

Candidates should have significant experience managing **large-scale public-sector technology modernization programs**, including projects valued at **$10 million or more**.

## Key Responsibilities

* Own and communicate the overall **product vision, strategy, and roadmap** for a large-scale application modernization initiative.

* Lead product planning throughout the modernization lifecycle, from discovery and requirements gathering through development, testing, implementation, and adoption.

* Work directly with business stakeholders to understand operational challenges, business processes, user needs, and modernization priorities.

* Elicit, document, prioritize, and manage business and functional requirements.

* Translate business requirements into detailed **user stories, acceptance criteria, features, epics, and product backlog items**.

* Develop and continuously maintain a prioritized product backlog.

* Prioritize product features and technical work based on business value, risk, dependencies, regulatory requirements, and strategic objectives.

* Collaborate with **solution architects, software developers, UX/UI designers, database professionals, security teams, and external vendors**.

* Participate in decisions related to modern application architecture, platforms, integrations, cloud technologies, data migration, and system design.

## Required Qualifications

* Minimum **5 years of Product Management experience leading large-scale public-sector modernization initiatives valued at approximately $10 million or more**.

* Demonstrated experience leading **legacy application modernization or enterprise digital transformation projects**.

* Strong experience gathering requirements and user stories from diverse business stakeholders.

* Experience converting business requirements into actionable product backlogs, user stories, and acceptance criteria.

* Strong knowledge of **Agile and Scrum methodologies**.

* Experience working with Agile delivery and product management tools such as:

* Azure DevOps

* Jira

* Similar Agile/product management platforms

* Experience overseeing and testing **large-scale data conversions or migrations**.

* Experience working with cross-functional software development and technical teams.

* Strong understanding of the complete **software development lifecycle (SDLC)**.
