Job Summary

This senior-level, professional procurement position provides efficient and effective solicitation, negotiation, and processing of City purchases of commodities and services. Position reports to the Procurement Director. This position is assigned to the construction.
Essential Functions

  • Reviews purchase requests and related documents to ensure accuracy and completeness.
  • Prepares Invitation for Bids, Request for Proposals and Request for Qualifications, including conducting pre-proposal conferences, solicitation openings or closings, and tabulations in accordance with procurement laws and policies.
  • Assists departments in the development and presentation of a recommendation for award.
  • Prepares necessary award and contract documentation and assists in administration of contracts to assure compliance until closeout.
  • Works with other City staff on matters concerning the resolution of contract problems, evaluations, and use of contract types.
  • Analyzes and administers complex procurements and provides guidance to Department management.
  • Keeps informed of new developments relative to available resources and contract opportunities for Citywide use and makes recommendations designed to reduce costs.
  • Researches market sources and vendors to locate and ensure the most cost effective and competitive pricing for the purchase of goods and services.
  • Reviews major procurement contracts, coordinates contract compliance, change order and problem resolution in accordance with contract laws and consults with legal counsel
  • Compiles statistics for reports and studies relating to procurement activities and transactions.
  • Handles all contracting issues, negotiates favorable contractual terms, and administers contracts.
  • Provides support and guidance for less tenured Procurement staff, and supervises Procurement personnel, as necessary.
  • Recommends and participates in the development of procurement policies and procedures.
  • Oversees decentralized purchasing functions.
  • Performs related duties as required.

If assigned to Construction, additional job functions include:
  • Prepares solicitation documents including Invitations for Bids, Requests for Proposals, Request for Qualifications and Request for Letters of Interests and work with end user department, Senior Contract Administration Manager and the City Attorney to ensure completeness and legal sufficiency.
  • Manages process for the procurement of construction, architectural and engineering professional services, including conducting pre-proposal conferences, site visits, solicitations openings/closings, and tabulations in accordance with City Code and applicable state, federal and local laws and any other policy or requirements related to the construction industry.

Minimum Qualifications

  • Bachelor's degree in Purchasing, Business Administration, Public Administration or a related field and a minimum of 6 years progressively responsible governmental purchasing experience, including 3 years of experience performing complex solicitation purchases; experience in the development of specifications and statements of work, soliciting, contracting, writing or administration of contracts or purchase orders, commodity management; or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities.
  • For construction assignments, 3 years of experience with the procurement of construction, architectural, and engineering professional services.
  • Current professional certification as a Certified Public Procurement Officer (CPPO), Certified Professional in Supply Management (CPSM), Certified Professional Contract Manager (CPCM), Certified Purchasing Manager (CPM), or Certified Professional Purchasing Manager (CPPM).
  • Requires a valid Florida driver's license and a safe driving record.

GENERAL BENEFITS:

The City of Miramar provides benefits for its permanent full-time and part-time employees. Benefits will differ dependent upon the job classification and representation, which include union and unrepresented. Vacation
Permanent full-time employees earn up to ten days of vacation during their first year of employment. Accrual begins from the first month of employment, but cannot be used until after the third month of employment.

Permanent part-time employees have the opportunity to earn vacation after the completion of one year of continuous service.

Sick Leave
Permanent full-time employees accrue sick leave at the rate of one day per month. Accrual begins from the first month of employment, but cannot be used until after the third month of employment.

Permanent part-time employees have the opportunity to earn sick leave after the completion of one year of continuous service.

Health Plan
The City currently provides medical coverage through Aetna. The City pays the health insurance premium for the employee and 50% of the premium for dependents.

Permanent full-time employees have the option of electing coverage from three plans: Health Network Only Plan (HMO), High Deductible Health Plan (HDHP) with HSA and Open Access Managed Choice Plan (POS).

Permanent part-time employees have the option of electing coverage from two plans: Health Network Only Plan (HMO) and the High Deductible Health Plan (HDHP)
The City also offers Dental coverage through Delta Dental.

Pension (Defined Benefit Plan)

Permanent full-time employees are automatically enrolled in one of the City sponsored pension plans, which are funded by mandatory City and employee contributions. The Plan provides a guaranteed income, based on years of service, to its members upon retirement.
457(b) Plan (Deferred Compensation Plan)

Employees can elect to participate in this Plan, which enables the employee the option of deferring compensation on a pretax basis, not to exceed the applicable limits established by the IRC.
