Under limited supervision, responsible for various community enhancement activities which include administering and implementing the City's Community Development Block Grant (CDBG) programs, property improvement programs, and assisting local community revitalization efforts. Responsible for administering and ensuring compliance with all regulatory and administrative requirements associated with the CDBG program. This is accomplished by interacting with citizens, outside organizations and other employees. Other duties may include collaborating with neighborhood and volunteer groups, conducting research, and participating in other special projects. This position does not provide direction for other employees.

Essential Functions

The following duties ARE NOT intended to serve as a comprehensive list of all duties performed by all employees in this classification, only a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.

  • Administers the City's CDBG activities including the home repair program by conducting inspections on dwellings, preparing construction work write-ups and cost estimates, ensuring compliance with building codes and HUD-compliant housing quality standards, maintain grant budgets, and working with contractors and homeowners; and preparing and reviewing applications for CDBG funding.
  • Monitors all grant program activities to ensure compliance with State and Federal regulations; engages HUDs Integrated Disbursement and Information System (IDIS); and preparing reports and plans for submittal to the U.S. Department of Housing and Urban Development (HUD).
  • Provides information to citizens, neighborhood groups, outside organizations and other employees by meeting with public groups, making presentations and relaying technical information regarding community plans, ordinance requirements and community development programs and by researching and interpreting program policies and ordinances.
  • Implements community improvement programs including Live.Love.Allen volunteer program, property improvement programs, and grant programs.
  • Supports neighborhood revitalization activities including public engagement, condition assessments, public service coordination, and improvement activities.
  • Assists with community enhancement programs and other special neighborhood initiatives by supporting projects, maintaining databases, providing other services as required, developing special project scope, conducting research and neighborhood assessments and developing reports and presentations for findings.
  • Performs other duties as assigned.

Job Requirements

Education and Experience:
Bachelor's degree in Public Administration, Planning, Community Development, or a related field and four (4) years of planning or community development experience, or a Master's Degree and three (3) years of experience.

Special Requirements:
  • Must possess a valid Texas Class C driver's license.
