Full Job Description
As part of AECOM's Global Enterprise Applications team, this role will oversee time, labor, and payroll systems, reports, interfaces, and related operational support. It will lead internal analysts and outsourced partner resources to deploy, enhance, support, and maintain business-critical applications. Reporting to the IT Director, HR and Payroll Solutions, the role is accountable for the full software delivery lifecycle, including planning, design, implementation, support, and continuous improvement. The Senior Manager, Time, Labor & Payroll Solutions will identify, scope, and deliver end-to-end solutions, projects, and enhancements aligned with AECOM's technology needs and strategic goals. In collaboration with global business and IT teams, the role will also lead the evaluation, governance, delivery, and continuous improvement of AI and automation opportunities within the function. It will act as a strategic bridge between stakeholders and technical teams, ensuring that initiatives are prioritized, well defined, compliant, operationally sustainable, and aligned with business value, risk, capacity, and organizational objectives. This position offers a flexible hybrid work schedule that includes both in-office and remote work and may be based in either Dallas or Houston, TX. Responsibilities will include: 3 Serve as AECOM technology lead for business users across time, labor and payroll enterprise applications and functions 3 Shape and maintain the technology roadmap for time, labor, and payroll solutions in partnership with the IT Director, HR and Payroll Solutions, global business stakeholders, and IT teams 3 Partner with global stakeholders to understand business processes, define requirements, analyze complex problems, and deliver practical, scalable solutions 3 Lead the identification, evaluation, prioritization, and delivery of AI and automation initiatives across time, labor, and payroll solutions, ensuring alignment with business value, governance, privacy, security, and operational readiness 3 Lead end-to-end delivery of enhancements, implementations, and projects from concept through design, testing, deployment, and support 3 Provide technical leadership and subject matter expertise across time, labor, payroll, and related business processes 3 Lead and develop direct reports, and vendor delivery resources, ensuring, assigned tasks are completed accurately and on-time delivery performance, and team engagement 3 Ensure that the team maintains clear communications with all channel partners, and that all due-dates and commitments for project proposals and documentation are satisfied 3 Manage governance, change control, security requirements, and alignment with AECOM IT processes, standards, and strategy 3 Oversee operational support, incidents, service requests, stakeholder updates, and continuous improvement opportunities for business-critical systems 3 Ensure timely escalation of issues and measurement against SLAs 3 Provide support metrics and dashboards for key enterprise systems (Tier-1, Tier-2, Tier-3 systems) 3 Keep current with new technologies as well as the latest versions of applications software, techniques and practices Qualifications Minimum Requirements: 3 BA/BS degree plus a minimum of 10 years of relevant systems support experience or demonstrated equivalency of experience and/or education 3 Experience implementing, supporting, and maintaining time and labor and payroll solutions, reports and interfaces preferably in a large, global organisation of similar size and complexity 3 A minimum of 2 years of leadership experience is required 3 Experience supporting Oracle Time and Labor 3 Strong communication and presentation skills - ability to articulate ideas to both technical and non-technical audiences 3 Strong knowledge of time, labor, and payroll solution capabilities and how to implement them effectively 3 Experience identifying and delivering automation, AI-enabled, or digital transformation opportunities, including use-case evaluation, scope definition, and cross-functional implementation 3 Experience designing and documenting business process workflows, business requirements documents, functional design documents, and test cases 3 Experience overseeing functional and development delivery through third-party teams 3 An excellent project manager with sound technical skills, advanced analytical ability, good judgment, and strong business focus 3 Knowledge of IT design and development practices and software development lifecycle methodologies 3 Able to quickly learn new technologies as they become prevalent and widely implemented including decision making, time management, and task prioritization 3 Strong experience in system development methodology (Waterfall, Agile) and ability to bridge different methodologies as the project requires 3 Ability to deal with ambiguity and make quality decisions in a dynamic, fast-paced environment 3 Strong teamwork and interpersonal skills; ability to communicate, influence and negotiate at all management levels and thrive in a cross-functional matrix environment 3 Highly analytical and self-motivating individual with ability to prioritize, meet deadlines, and manage changing priorities 3 Proven ability to think strategically about technology and recommend solutions that align with business priorities 3 Strong data analysis skills to support data-driven decisions 3 Ability to lead, inspire, motivate, and encourage teamwork Preferred Qualifications 3 Hands-on technical, support, or functional configuration experience with time, labor, and payroll solutions, including workflows, security, rules, calculations, mappings, formulas, and earning policies 3 Basic database and SQL skills, including the ability to write and run queries independently 3 Experience with Workday HCM and/or ADP GlobalView 3 Technical experience with system architecture, integration tools such as Informatica, SQL, and BI tools Additional Information 3 Relocation assistance is not available for this position 3 Sponsorship for US work authorization is not available for this position, now or in the future.
