Position Summary:
The Senior Manager, People Strategy and Performance is a senior strategic leader within the People Project Management Office responsible for owning and advancing the broader HR strategy for the organization. This role translates enterprise business priorities into a clear people strategy, leads the organization-wide goal setting and cascading process, strengthens HR governance and compliance, oversees HR technology projects, and helps define how artificial intelligence can responsibly improve HR service delivery, insights, productivity, and employee experience.
The ideal candidate brings strong HR strategy experience, enterprise program leadership, governance discipline, technology fluency, data-driven decision-making, and the ability to influence executives and cross-functional partners through clear priorities, practical recommendations, and structured execution.
This position will report to the Chief People Officer of Just Born, Inc. and will have two direct reports.
Location: Bethlehem, PA
Work Model: Hybrid schedule, typically two to three days in office per week. As our ways of working evolve, we commit to communicating any changes clearly and with ample notice.
How You'll Impact Results:
- Own the development, evolution, and execution of the enterprise HR strategy, ensuring clear alignment to business priorities, culture, workforce needs, and long-term organizational goals.
- Lead the organization-wide goal setting and cascading process, partnering with senior leaders to translate enterprise objectives into functional, team, and individual goals with clear measures of success.
- Establish HR performance routines, scorecards, dashboards, and executive reporting that track progress against HR strategy, organizational goals, key initiatives, risks, dependencies, and business outcomes.
- Own HR compliance and governance frameworks, including policy governance, audit readiness, process controls, documentation standards, regulatory monitoring, risk escalation, and consistent application of HR practices.
- Own the "people" side of change management for large transformational initiatives. Develop and implement change management strategies, plans, tools, and activities that support successful adoption of organizational changes and minimize friction and change fatigue.
- Lead and own internal communications for Just Born. Design, develop and execute communication strategies that keep our people informed, connected, and aligned with organizational priorities. Partner with leaders and cross-functional teams to create clear, timely, and engaging communications that support culture, change, employee engagement, operational awareness, and business performance.
- Lead HR technology projects from strategy through implementation, including business case development, requirements gathering, vendor partnership, change management, user adoption, data integrity, and benefits realization.
- Serve as the HR lead for artificial intelligence strategy and enablement, identifying responsible use cases, partnering with Legal, IT, Security, and business stakeholders, and supporting governance that protects employee trust, privacy, fairness, and compliance.
- Develop and maintain HR portfolio management routines, including intake, prioritization, roadmap planning, milestone tracking, resource planning, risk management, issue escalation, and executive decision support.
- Partner with HR Centers of Excellence, HR Business Partners, Finance, IT, Legal, Operations, Communications, and business leaders to coordinate cross-functional initiatives and remove barriers to execution.
- Translate complex data, employee insights, compliance trends, technology performance, and project information into concise recommendations, leadership updates, and action plans.
- Drive continuous improvement across HR PMO practices, including governance standards, project templates, communication cadences, change management practices, and measurement of business impact.
- Facilitate strategy, governance, and performance review meetings, ensuring decisions, risks, dependencies, and follow-up actions are documented and advanced.
- Promote a culture of accountability, transparency, inclusion, responsible innovation, and continuous improvement across HR initiatives and people-related transformation efforts.
Your Qualifications That Will Ensure Success:
- Education & Certification:
- Bachelor's degree in Human Resources, Business Administration, Organizational Development, Industrial/Organizational Psychology, Information Systems, Project Management, or a related field required
- Master's degree preferred.
- 8+ years of progressive experience in Human Resources, people strategy, HR transformation, HR operations, compliance, governance, organizational effectiveness, technology implementation, or a related function.
- Demonstrated experience developing and executing HR strategies that align people priorities to business objectives and measurable outcomes.
- Experience leading goal setting, performance management, operating rhythms, or enterprise planning processes across multiple functions or stakeholder groups.
- Experience operating within or closely partnering with a PMO, transformation office, strategy office, technology team, or enterprise program governance structure.
- Experience leading HR technology initiatives, HRIS enhancements, digital transformation projects, vendor relationships, or technology-enabled process improvements.
- Strong knowledge of HR compliance, policy governance, employment practices, risk management, documentation standards, and audit or controls processes.
- Working knowledge of artificial intelligence opportunities, risks, governance considerations, and responsible adoption practices within HR or workforce-related processes preferred.
- Proven ability to build dashboards, scorecards, executive updates, and performance narratives using quantitative and qualitative data.
- Excellent written, verbal, facilitation, and presentation skills, with the ability to communicate effectively with senior leaders and diverse stakeholder groups.
- Advanced proficiency with Microsoft Office tools; experience with project management, HRIS, people analytics, automation, AI-enabled tools, and data visualization platforms preferred.
- Project management, HR, compliance, change management, or technology certification such as PMP, PMI-ACP, SHRM-SCP, SPHR, Prosci, Lean Six Sigma, or similar credential preferred
