OverviewThe purpose of this classification is to work across Finance, Data & Research, Information Technology, Human Resources, and other district teams to understand how data moves across systems, identify discrepancies or process breakdowns, determine root causes, and lead sustainable improvement. This position combines advanced research and quantitative analysis with systems thinking, technical expertise, and project leadership to strengthen data quality, maximize appropriate district funding, ensure accurate accountability reporting, and improve organizational effectiveness.

- Leads districtwide efforts to ensure the accuracy, completeness, consistency, and timeliness of data used for state reporting, funding, accountability, compliance, and strategic decision-making.
- Develops a comprehensive understanding of how student, staffing, financial, programmatic, and operational data move between district databases, applications, reporting systems, and state systems.
- Partners with Finance, Data & Information Systems, Information Technology, Human Resources, academics, Exceptional Education, Career and Technical Education, and other departments to identify and resolve complex data and reporting issues.
- Conducts advanced quantitative analyses, advanced mathematical, statistical, and operations research using data from multiple systems to identify discrepancies, anomalies, trends, and potential risks related to funding, accountability, compliance, or district operations.
- Investigates discrepancies between district source data, state-reported data, funding calculations, accountability results, and other external reporting to determine the underlying cause and appropriate corrective action.
- Evaluates the potential financial, accountability, compliance, and operational impact of identified data issues and communicates significant risks and findings to district leadership.
- Leads root-cause analyses to determine whether identified issues result from data-entry practices, system configuration, business rules, system integrations, organizational processes, training, policy, or other factors.
- Analyze program performance against established goals, objectives, and indicators and develop data-driven strategic recommendations.
- Develop dashboards, reports, visualizations, and other decision-support products.
- Support data-driven process improvement and provide analytical and strategic recommendations to senior leadership.
- Provides analytic insights to large data set that can impact the quality of data; Translate, develop and implement actionable improvements.
- Monitor the landscape of district data and users to determine overall data needs and develop reports or processes to meet the most critical needs
- Maps and documents critical data flows and business processes to identify gaps, unclear ownership, manual processes, duplicative work, and other conditions that may contribute to inaccurate or inconsistent data.
- Designs and implements routine validation, reconciliation, exception-reporting, and quality-control processes that allow the district to proactively identify potential problems before state submissions or other consequential reporting deadlines.
- Leads cross-functional improvement projects from problem identification through solution design, implementation, monitoring, and evaluation.
- Develops clear project plans, identifies responsible parties and decision points, establishes timelines and deliverables, and ensures cross-functional work progresses to completion.
- Recommends changes to district processes, business rules, system configurations, integrations, controls, workflows, or organizational practices when analysis indicates that changes are necessary to improve accuracy or efficiency.
- Monitors implemented changes and evaluates whether improvements produce the intended results, adjusting processes as necessary to support continuous improvement.
- Develops and maintains documentation of critical reporting processes, data definitions, business rules, roles and responsibilities, reporting calendars, validation procedures, and internal controls.
- Maintains current knowledge of Tennessee Department of Education reporting requirements, state education funding methodologies, accountability calculations, data definitions, reporting timelines, and regulatory changes that may affect district systems or processes.
- Serves as a technical and analytical resource to the Chief Financial Officer and other executive leaders on issues involving district data, state reporting, funding, accountability, and organizational processes.
- Collaborates with state officials, external partners, consultants, and system vendors as necessary to research and resolve complex data, reporting, and systems issues.
- Maintains confidentiality and ensures appropriate protection of student, employee, financial, and other sensitive information.
- Attends meetings as needed.
- Prepares or completes various documents, reports, and correspondence as required.
- Complies with applicable district, state, and federal codes, laws, rules, regulations, standards, policies and procedures.
- Adheres to the Teacher Code of Ethics as defined by Tennessee Law and Code of Professional Conduct as defined by Board Policy 5.6011.

Qualifications Education, Experience, and Qualifications- Bachelor's degree in Business, Data Analysis, or related field.
- Master's degree in related field preferred.
- Supplemented by seven (7) years of previous experience that includes progressively responsible district management, data analysis/management, strategic planning and execution, business acumen and financial acuity.
- Or any equivalent combination of education, training, and experience that provides the required knowledge, skills, and abilities for this job.
- Preferred experience in an education setting.
Knowledge, Skills, and Abilities - Excellent written and verbal communication skills, including the ability to explain complex technical concepts and findings clearly to executive leaders and non-technical audiences.
- Knowledge of school district operations and procedures.
- Advanced research, analytical, and quantitative problem-solving skills.
- Strong proficiency with SQL or comparable database querying tools. 31
