Summary

Plans, manages, and coordinates daily operations of school psychology services; exercises leadership to design, implement, assess, and revise program; oversees recruiting, interviewing, hiring and staffing of psychology practitioners; and provides leadership in development and implementation of divisionwide prevention and intervention efforts to promote mental wellness and student achievement.

Qualifications

Required
  • Master's degree from an approved program in school psychology, or a program deemed equivalent by the Virginia Department of Education review consisting of 60 graduate semester hours, plus a one-year internship as prescribed by the college awarding the degree.
  • Five (5) years of experience in school psychology.
    • Advanced degree(s) beyond the minimum degree requirement in a relevant field may be considered for some experience.
  • Postgraduate educational license with endorsement(s) designated as appropriate to the assignment.
  • Knowledge of psychological theory and practice as applied to the behavior and development of children and young adults.
  • Familiarity with public education organization and administrative requirements in school psychology.
  • Familiarity with applicable regulations, legislation, and policies.
  • Ability to apply knowledge to the needs and requirements of a public school system.
  • Ability to manage programs and supervise and evaluate personnel.
  • Ability to effectively lead teams in multiple projects.
  • Ability to gain consensus within various levels of the Division as well as among students, families, and the community.
  • Ability to establish and maintain positive relationships with other professionals within the school and the community.
  • Analytic ability and adaptability to changing needs.
  • Proficiency in the use of technology and data compilation, analysis, and reporting.
  • Ability to interpret and communicate data to diverse staff and community audiences.
  • Ability to communicate effectively, both orally and in writing.
  • Ability to facilitate meetings and/or present information to groups.


Major Duties/Essential Functions

  1. Supervises the planning, organization, administration, and management of the daily operations for school psychology services.
  2. Leads in the development of strategies for achieving the goals in the Strategic Plan and the monitoring of results for and application to the assigned program, with accountability for outcomes.
  3. Manages risk and matters of compliance related to local regulation/policies and state and federal mandates.
  4. Coordinates recruiting, interviewing, and hiring of psychology practitioners.
  5. Develops staffing plan for the assignment of school psychologists who provide essential mental health services and support to all Division schools.
  6. Manages performance evaluation process for all staff within the office of psychology services.
  7. Oversees the management of clinical support services for special education summer services.
  8. Manages the licensing, ordering, and distribution of test materials (assessment materials, protocols, software, and iPads).
  9. Oversees school psychology internship and practicum programs, ensuring effective clinical and administrative supervision, per university training requirements.
  10. Provides leadership in the development of materials and resources for the provision of comprehensive psychological services and the professional development and accompanying materials that meet the learning needs of other Division staff and families including intervention plans, threat assessment, depression screening, dyslexia team, evidence-based practices.
  11. Establishes and maintains collaborative relationships, including facilitating meetings, with school administrators, community members, and county agency personnel to support systemwide initiatives.
  12. Maintains documentation and oversees reporting for comprehensive early intervention services.
  13. Manages Medicaid reimbursement accounts.
  14. Assists with tracking and monitoring of office operating budgets and provides recommendations and advice related to budget development and forecasting.
  15. Manages data compilation, analysis, and reporting for evaluation and future planning.
  16. Presents information and recommendations to senior management team.
  17. Negotiates and/or manages contracts, grants, partnership agreements, and/or memoranda of understanding/agreements.
  18. Oversees the work of vendors and/or contractors.
  19. Performs related duties as required or assigned.


Work Environment/Physical Requirements

This job operates in a professional office environment and has a noise level of mostly low to moderate. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets, and fax machines.

Per the FCFPSA collective bargaining agreement, telework may be approved in limited circumstances as defined by Regulation 4417.
