Summary

Plans, assigns, and coordinates program activities and personnel to spearhead data analytics initiatives for Fairfax County Public Schools (FCPS); leads a team of strategic data specialists in the Department of Information Technology and collaborates with technical experts to establish and maintain robust data pipelines across systems, ensuring the delivery of accurate and timely data to stakeholders; implements and delivers sophisticated data analytics, advanced tools, and dynamic dashboards; empowers data-driven decision-making by harnessing deep insights from operational and longitudinal data across the Division; provides expert consultation, fosters strategic training, and ensures the team's proficiency.

Qualifications

Required
  • Any combination of education and experience equivalent to a bachelor's degree in education, data science, business administration, statistics, computer science or related field.
  • Five (5) years of experience in data analysis, some of which shall have been in a supervisory or leadership role.
    • Advanced degree(s) beyond the minimum degree requirement in a relevant field may be considered for some experience.
  • Knowledge of programming standards and cutting-edge techniques.
  • Knowledge of academic datasets, data collection methodologies, and procedures.
  • Knowledge of and ability to utilize statistical, reporting, and database packages (such as or equivalent to Snowflake, Oracle, SPSS, and APEX).
  • Skill in coding solutions and ability to develop data tools, data analytics, and visualizations, often under tight time constraints in emerging environments.
  • Skill in statistical/quantitative methods and data analysis utilizing technology tools for student data and instructional planning and evaluation tasks.
  • Proficiency writing SQL.
  • Proficiency with diverse data sets from multiple sources and in multiple formats.
  • Ability to identify and understand complex dashboard, visualization, and reporting based on business requirements.
  • Ability to develop reports and/or complex dashboards with reporting tools such as Tableau, or other reporting and business intelligence tools.
  • Ability to script for ETL/ELT processes using tools such as Python, Informatica, etc.
  • Ability to think strategically and problem solve.
  • Ability to effectively lead teams in multiple projects.
  • Ability to facilitate meetings and/or present information to groups.
  • Strong organizational and time management skills.
  • Ability to maintain collaborative working relationships with various stakeholders, including teachers and school leaders.
  • Ability to communicate technology concepts effectively with technically proficient and non-technically proficient individuals.
Preferred
  • Master's degree.
  • Experience writing in SQL.
  • Experience in an educational environment or teaching experience.
  • Experience with data governance, data quality, and regulatory compliance is a plus.
  • Knowledge of data warehousing (On-Prem and Cloud) and ETL/ELT processes.
  • Knowledge of cloud service providers (AWS, GCP, Azure).
  • Knowledge of version control software (Git) and agile methodologies (Scrum, Kanban).
  • Skill in utilizing business intelligence tools (Tableau, Power Bl, Qlik).
  • Ability to write Python, R, or Stata code.


Major Duties/Essential Functions

  1. Exercises leadership in integrated program management to include project initiation, planning, organization, implementation, administration, management, and sustainment of activities and services of the office.
  2. Designs and executes advanced data analytics, cutting-edge tools, and interactive dashboards to enhance value for the Division.
  3. Serves as a subject matter expert and data catalyst for enterprisewide student, teacher, and staff data initiatives.
  4. Leads advanced data analysis to identify innovative solutions for addressing complex challenges.
  5. Integrates datasets from diverse program areas across the Division to generate meaningful and insightful data analysis.
  6. Evaluates and interprets outcomes of pilots, programs, and processes to optimize efficacy and efficiency within the department.
  7. Leads a team of data experts and data scientists to establish and implement best practices of data cleansing, validation, and quality assurance.
  8. Applies adept interviewing skills to elicit, analyze, validate, specify, and verify project stakeholder's business needs.
  9. Ensures regular and as-needed communication of program effectiveness and progress to stakeholders.
  10. Uses sophisticated techniques, design methodologies, modeling, and optimization to address intricate questions and challenges.
  11. Collaborates with other internal research, state reporting, and data teams to enhance data collection and refine existing data sources.
  12. Develops refined presentations, comprehensive documentation, and analytical resources for Division leadership.
  13. Demonstrates expertise in user-level security for dashboard and reports based on precise business requirements.
  14. Tracks and monitors budgets and provides recommendations and advice related to budget development and forecasting.
  15. Manages data compilation, analysis, and reporting for evaluation and future planning.
  16. Presents information and recommendations to Division leadership team.
  17. Remains current on data, visualization, and analytics trends and integrates new knowledge into advanced solutions, sharing insights with the team.
  18. Oversees the work of vendors or contractors.
  19. Performs related duties as required or assigned.


Work Environment/Physical Requirements

This job operates in a professional office environment and has a noise level of mostly low to moderate. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets, and fax machines.

Per the FCFPSA collective bargaining agreement, this position is eligible for telework as defined by Regulation 4417
