Position Summary

The Senior Manager of Financial Services is responsible for key financial services of the Utility, including budget and reporting oversight, accounts payable, payroll, and accounting system support. The role works closely with the senior financial leadership as well as other leadership throughout the district to support financial operational needs. This position reports to and works closely with the Chief Financial Officer. As a collaborative senior team member, the Senior Manager of Financial Services partners with the senior leadership team to develop and implement financial, budget, reporting, system, and operational strategies and services across the organization. The role provides leadership over the Utility's annual budget process, budget-to-actual analysis, budget projections, capital program reporting support, and high-level financial analysis and modeling that inform planning, risk, operating, and financing activities. The role also provides leadership over the functions of accounts payable and payroll ensuring compliant and timely payment and delivering high service levels. This position provides leadership and strategic direction for the financial services function, overseeing key functional areas that are managed by managers and financial professionals responsible for specific areas of expertise.

Essential duties and responsibilities may include, but are not limited to, the following:

• The Senior Manager of Financial Services position reports directly to the Chief Financial Officer and has responsibility for the following:
  
  • Leads and coordinates financial services functions that support budget development, financial reporting, budget projections, financial analysis, accounts payable, payroll, and related customer-service focused finance operations.
  • Establishes strategic direction, priorities, and short- and long-term plans for the financial services function in alignment with District goals and objectives.
  • Provides oversight and strategic direction for the Utility's annual budget process, monthly and quarterly financial reporting, budget projection process, and related support functions, including planning and communicating deadlines, expectations, and required deliverables.
  • Ensures payroll is processed accurately, timely and compliant with policies, procedures and governing laws. Develops the department to provide high-quality internal service.
  • Ensures accounts payable is processed accurately, timely, and compliant with policies, procedures and governing laws.
  • Develops the department to provide high quality internal and external services.
  • Ensures timely reporting of operational and financial information used by senior leadership, the Chief Financial Officer, the Chief Executive Officer, the Commission, and other internal stakeholders.
  • Provide leadership and direction for Grant PUD's technical and professional staff, including development of leaders and staff, performance management, establishment of priorities, and accountability for results.
  • Drives process improvement, reporting consistency, and system enhancements that improve the accuracy, transparency, usability, and efficiency of budget and financial reporting processes.
  • Communicates with employees at all levels of the organization and may represent the Utility in meetings, public presentations, forums, or discussions involving financial planning, budgeting, reporting, or resource allocation.
  • Applies strong project management, facilitation, negotiation, issue resolution, and communication skills to move cross-functional financial services initiatives forward and deliver results under deadlines
• Comply with local, state, and federal government reporting requirements and tax filings.
• Demonstrated commitment to Grant PUD's mission, vision, values, strategic plan, and Grant PUD/IBEW Local 77 Code of Excellence. The incumbent should be familiar with these organizational priorities and behave in a way that aligns with these expectations.
• Understand and adhere to compliance requirements for this position that may include laws, regulations, security guidelines, Grant PUD policies & procedures, as well as NERC/WECC.

Required Qualifications (Education, Experience, Licenses & Certifications):

• Bachelor's Degree in Accounting, Business Administration, Finance, Economics, or a related field, or two additional years of relevant experience in lieu of degree.
• Eight (8) years of progressively responsible experience in finance, accounting, budgeting, financial reporting, financial planning, or related financial management responsibilities. including management experience supervising or directing technical or professional staff.

Preferred Qualifications (Education, Experience, Licenses & Certifications):

• Experience leading budget development, financial modeling, capital planning support, or enterprise financial performance reporting in a utility, governmental, or regulated environment.
• Experience overseeing operational financial processes including payroll, accounts payable, management financial reporting
• Experience leading cross-functional process improvement, financial system implementation, or change management efforts.
• Experience in customer service and/or internal support functions.

Other Knowledge, Skills & Abilities

• Advanced Knowledge of financial management practices, including budgeting, forecasting, financial analysis and reporting, payroll, accounts payable, and related financial controls.
• Knowledge of utility operations and the relationship between financial information, operational needs, risk, and long-term planning to support organizational decision-making.
• Skill in leading and developing managers and professional staff; establishing priorities and accountability; directing multiple work efforts; and maintaining a high level of internal and external service.
• Skill in communicating complex financial and operational information through clear reports, recommendations, presentations, and decision-support materials to employees and leaders at all levels of the organization.
• Ability to lead cross-functional initiatives, process improvement, change, and financial system enhancements; manage competing priorities and deadlines; and exercise sound judgment on matters with significant financial, operational, and organizational impact.
