Full Job Description
In this role, you will handle complex, sensitive, and high-visibility executive taskers and provide senior analytical and decision support across CISA's operational transformation effort. You will coordinate across programs and organizational components, resolve conflicting inputs, frame issues for leadership, and help ensure executive packages and responses are accurate, complete, well-supported, and ready for decision. The position requires exceptional judgment, discretion, executive presence, writing ability, and the ability to bring structure to complex cross-organizational issues.

Location: Arlington, VA / Hybrid - must be available to work on-site at CISA facilities as required
Schedule: Full-time, generally Monday-Friday, 8:00 AM-5:00 PM ET
Clearance: No active security clearance required
Security Requirement: Must be able to obtain and maintain the required Client Fitness Determination and access authorization; a recent favorable Client Fitness Determination is preferred
Certification: None required unless otherwise noted below
Experience: 7+ years of relevant Federal program analysis, executive support, management analysis, policy, operations, or cross-organizational coordination experience

WHAT YOU'LL DO
  • Lead or support complex executive taskers, congressional inquiries, programmatic action items, and cross-organizational requests requiring senior analysis or coordination.
  • Analyze issues, identify required contributors and decision-makers, reconcile conflicting information, and develop clear options or recommendations for leadership consideration.
  • Coordinate across program managers, component leaders, subject-matter experts, administrative staff, and other stakeholders to obtain complete and timely inputs.
  • Review incoming correspondence and tasking to determine appropriate routing, ownership, dependencies, and leadership implications.
  • Support development of executive memoranda, briefings, background materials, decision papers, leadership packages, and formal responses.
  • Identify missing information, weak analysis, unresolved disagreements, or incomplete concurrences before materials reach senior leadership.
  • Help resolve writing, policy, analytical, or coordination discrepancies across contributing offices.
  • Support development and refinement of operational procedures, SOPs, desk guides, and task-management practices.
  • Provide quality review for accuracy, logic, completeness, consistency, tone, and decision-readiness.
  • Maintain professional discretion and sound judgment when handling sensitive issues, leadership priorities, and non-public Government information.
  • Support the Project Manager in prioritizing complex work and managing high-risk or leadership-sensitive actions.
WHAT YOU BRING
Required
  • 7+ years of progressively responsible experience in Federal program analysis, management analysis, executive support, policy, operations, organizational coordination, or a closely related field.
  • Demonstrated experience coordinating complex work across multiple organizations, offices, or stakeholder groups.
  • Experience developing or supporting executive-level decision materials, correspondence, briefings, or action packages.
  • Strong analytical skills and ability to quickly understand complex issues, identify gaps, reconcile differing perspectives, and frame options for decision.
  • Excellent writing, editing, and verbal communication skills.
  • Strong executive presence and ability to work credibly with senior leaders and experienced subject-matter experts.
  • Exceptional judgment, diplomacy, tact, and professional discretion.
  • Ability to manage sensitive or contentious issues without losing focus on facts, deadlines, and decision requirements.
  • Ability to work independently, exercise initiative, and maintain follow-through in a fast-moving environment.
  • High attention to detail and strong quality-control instincts.
  • Ability to work on-site in Arlington, Virginia, as required and successfully complete Client personnel security and fitness processing.
