JOB SUMMARY Under the general direction of the Director of Finance, coordinates and supervises the preparation of complex fiscal, operational and management studies and analyses of various Board of Education programs, operations and policies; plan, directs and monitor the procurement of goods and services; performs other related duties as required.

- Coordinates the preparation of complex fiscal, managerial, operational reports and analysis.
- Acts as the BOE's Purchasing Agent by directing the activities of a comprehensive program involving the purchasing of supplies, materials, equipment and services in accordance with the Charter and applicable ordinances, rules and regulations.
- Assist various BOE departments in their budgetary processes.
- Develops and directs specification, contracting and expediting activities as well as provides an advisory role for the purchase of contracts for a variety of materials, supplies, equipment, and services.
- Assists in the development of purchasing goals, objectives, policies, procedures and work standards for the Purchasing Department and communicates pertinent information to appropriate vendors and departments.
- Analyzes purchasing alternatives and makes recommendations about products and suppliers.
- Receives and reviews electronic requisitions for completeness and conformance to requirements of the Purchasing Ordinance. Serves on the selection committee.
- Receives and reviews electronic requisitions for completeness and conformance. Approves requisitions and authorizes purchase orders.
- Provides guidance to district-wide leaders and administrators in the areas of purchasing and sourcing, finance, budget, operations and technology.
- Assist in the design of major changes in operating systems and oversees the installation of procedures to insure conformance and compatibility with department program and policy.
- Assist in the development of forms design, record control systems and department manuals.
- Prepares and analyzes management, operational and financial data and reports.
- Coordinates and supervises the production of internal controls audits.
- Coordinates the preparation of the general fund budget, capital budget, special revenue fund budgets and financial reporting.
- Prepares comprehensive reports and recommendations of methods to promote efficiency, effectiveness and work simplification.
- Solves contractual problems and disputes, follows up and authorizes contract modifications to ensure that departments receive materials, supplies and services of appropriate quality and quantity in a timely manner.
- Conducts specification and pre-bid meetings and informs suppliers/contractors/vendors of purchasing policies, procedures, insurance, licensing, bonding and all other requirement needed.
- Coordinates the preparation of forecasts of expenditures and revenues and analyzes pro forma results of operations.
- Monitors and analyzes expenditures of various BOE programs and funding on a monthly basis.
- Direct the work of professional, technical and support staff on a project or day-to-day basis; provides training to staff and may be responsible for supervisory functions such as performance management and discipline.
- Directs and maintenance of and/or maintains accurate records and files related to the area of assignment.
- Acts as Interim Director in the absence of the BOE Director of Finance.

MINIMUM QUALIFICATIONS Graduation from an accredited college or university with a Bachelor's degrees in Finance, Accounting, Business or Public Administration and seven (7) years of progressively responsible experience in the field of purchasing, financial, operational or procedural analysis/auditing of which four (4) shall have been in a supervisory capacity. A Master's Degree in accounting, finance, business or public administration or a closely related field may substitute for One (1) year of experience.
