ICF's Digital Modernization Division is a rapidly growing, entrepreneurial, technology department, seeking a Senior ServiceNow Project Manager to support upcoming needs with our federal customers.

The Team

The Application Development Sustainment Services (ADSS) team supports Treasury Enterprise Application (EA) platform systems that are critical to success of the Department of Treasury IT mission. The ADSS program provides the contractor support for both Operations and Maintenance (O&M) activities and Development and Modernization (DM&E) efforts.

Job Responsibilities

As Senior Project Manager/Configuration Manager, you would help coordinate teams of architects, analysts, developers, and designers to support multiple engagements via Change and Release management. In this role, you will serve as a key partner to the customer POCs, development project managers and O&M project managers along with various contributing members of the development organization, advising and engaging the client on key operational and strategic priorities, tracking, and supporting completion of high-quality deliverables, and assisting with team management tasks. What you'll be doing:
  • Lead project management and delivery for (1) implementation and (5) Operations & Maintenance projects, coordinating concurrent activities across planning, requirements, configuration, development, testing, release, and ongoing operational support.
  • Direct project planning and execution activities, maintaining alignment on scope, priorities, schedules, milestones, dependencies, risks, issues, deliverables, action items, and stakeholder expectations.
  • Serve as a key point of contact between end users, government stakeholders, Product Owners, and project and technical teams, ensuring that user needs, project priorities, delivery considerations, and outcomes are clearly communicated and addressed.
  • Lead all end-user meetings, including requirements discussions, solution demonstrations, planning sessions, testing activities, feedback reviews, issue resolution, and operational touchpoints.
  • Independently elicit, clarify, analyze, document, and validate business and end-user requirements, translating identified needs into actionable functional requirements, technical requirements, user stories, acceptance criteria, and solution recommendations.
  • Facilitate collaboration and decision-making among business stakeholders, end users, developers, testers, architects, and other project participants to establish priorities, evaluate solution approaches, resolve questions, and drive work forward.
  • Perform hands-on configuration and development activities when needed, applying platform and project knowledge to translate requirements into effective solutions and advance implementation and O&M objectives.
  • Plan, lead, and execute functional, regression, and user acceptance testing activities; validate functionality against requirements, document and troubleshoot defects, coordinate resolution, and confirm that completed solutions address user and business needs.
  • Identify, analyze, and troubleshoot functional and technical issues, coordinating across the appropriate resources to determine root causes, evaluate impacts, implement resolutions, and validate outcomes.
  • Lead Business Analysis activities throughout the delivery lifecycle, including business-process analysis, requirements management, backlog refinement, documentation, solution evaluation, and traceability from identified need through implementation and validation.
  • Design, build, and maintain platform dashboards, reports, metrics, and analytics that provide operational visibility, respond to stakeholder information needs, and inform project and business discussions.
  • Coordinate project activities, deliverables, decisions, and follow-up across cross-functional teams, proactively identifying dependencies, downstream impacts, delivery concerns, and unresolved actions requiring attention.
  • Lead Agile and Scrum ceremonies and promote clear accountability, collaboration, and delivery focus across distributed business and technical teams.
  • Provide senior-level project leadership while remaining directly engaged in configuration, business analysis, development, testing, troubleshooting, reporting, and end-user solution delivery.


Required Skills:
  • Bachelor's degree in technology related field or business.
  • US Citizenship is required (required by the federal government for this position).
  • Must be able to obtain Public Trust clearance.
  • MUST RESIDE IN THE United States (U.S.) and the work MUST BE PERFORMED in the United States (U.S.), as this work is for a federal contract.
  • 10+ years of management experience.
  • 6+ years of experience with release and configuration management of IT projects.
  • 5+ years of experience supporting federal clients on IT / software projects, preferably utilizing Agile/SAFe methodology.
  • 3+ years of experience in leading multiple teams
  • ServiceNow Certified System Administrator (CSA) certification.
  • Certified Scrum Master (CSM) certification or equivalent Agile project delivery certification.


Preferred Skills:
  • Expertise with Agile Scrum methodology and SAFe.
  • Experience supporting Federal government IT programs and delivery organizations
  • Experience with low-code, no-code platforms such as Salesforce, Appian, and ServiceNow.
  • Ability to communicate technical concepts and solution approaches to non-technical stakeholders.
  • Experience supporting Federal government IT programs and delivery organizations.
  • 3+ years' experience managing distributed teams in support of geographically dispersed customers.
  • The ability to proactively communicate with federal clients and stakeholders in a fast-paced environment with a shifting landscape.
  • The ability to work closely with and explain technical concept/solutions to on-technical client stakeholders.
  • Experience with program standards, leadership, and coordination.
  • Experience with project management tools (e.g., Jira, Confluence, Microsoft Project, SharePoint).
  • Experience leading Agile/Scrum ceremonies and facilitating collaboration across business and technical teams.
  • Experience developing and maintaining operational reporting, performance dashboards, analytics, and business intelligence solutions.
  • Experience translating business requirements into technical solutions within low-code/no-code platforms such as ServiceNow.
  • Experience supporting software implementation, application modernization, and Operations & Maintenance (O&M) initiatives.
  • Experience working directly with end users and stakeholders to gather requirements, demonstrate solutions, collect feedback, and validate functionality.
