Position Overview

Our client is seeking an experienced Senior IT Project Manager / Business Systems Analyst to support a large-scale modernization initiative involving public health technology systems.

This role will support the modernization of legacy applications, implementation of electronic benefits functionality, migration to a multi-portal Salesforce-based solution, replacement of an existing vendor management platform, implementation of standards-compliant information exchange interfaces, associated data conversion, and integration with a Single Sign-On (SSO) environment.

The successful candidate will provide both project management and business analysis leadership throughout the full project lifecycle, working closely with business stakeholders, technical teams, vendors, security, infrastructure, and executive leadership.

Key Responsibilities

Project Management

  • Plan, coordinate, organize, and manage all phases of complex IT projects.
  • Develop and maintain detailed project plans, schedules, milestones, resource assignments, and budgets.
  • Manage project scope, schedule, risks, issues, assumptions, dependencies, and change requests.
  • Coordinate activities across business stakeholders, vendors, technical teams, infrastructure, security, and executive leadership.
  • Facilitate project meetings, steering committee meetings, status reviews, and executive briefings.
  • Monitor vendor performance and ensure contractual deliverables are completed on time and meet quality expectations.
  • Track project budgets, invoices, procurement activities, and contract deliverables.
  • Prepare weekly and monthly project status reports and communicate overall project health to leadership.
  • Ensure compliance with organizational project management standards, governance requirements, and SDLC processes.
  • Coordinate release planning, testing activities, production deployments, and post-implementation support.
  • Proactively identify and mitigate project risks and resolve issues before they impact scope, schedule, or delivery.


Business Analysis

  • Partner with business stakeholders to understand business processes, operational needs, and project objectives.
  • Facilitate requirements-gathering sessions, workshops, and stakeholder interviews.
  • Develop and maintain Business Requirements Documents (BRDs), functional requirements, use cases, user stories, process flows, and business process models.
  • Analyze current-state business processes and identify opportunities for process improvement, automation, and optimization.
  • Translate business needs into detailed functional requirements for technical teams and third-party vendors.
  • Review vendor deliverables to ensure alignment with approved requirements and contractual obligations.
  • Maintain requirements traceability throughout the project lifecycle.
  • Coordinate and support User Acceptance Testing (UAT), including test planning, test case development, defect tracking, and business signoff.
  • Support data migration planning, data validation, and business readiness activities.
  • Develop user documentation and training materials and assist with end-user training.
  • Coordinate change management and organizational readiness activities to support successful implementation.
  • Serve as a liaison between business stakeholders, vendors, and technical teams to ensure successful solution delivery.


Required Qualifications

  • Bachelor's degree or an equivalent combination of education and relevant professional experience.
  • Minimum of 10 years of experience managing large-scale IT projects.
  • Minimum of 7 years of business analysis experience supporting enterprise software development or implementation projects.
  • Experience managing Agile, Waterfall, and/or Hybrid software development projects.
  • Demonstrated experience facilitating requirements sessions with business users and executive leadership.
  • Strong experience creating BRDs, functional requirements, use cases, user stories, and process flow diagrams.
  • Experience managing project scope, schedules, budgets, risks, issues, dependencies, and change control.
  • Experience coordinating User Acceptance Testing activities.
  • Experience managing software vendors and contractual deliverables.
  • Experience reviewing technical and functional documentation.
  • Strong analytical, organizational, problem-solving, and decision-making skills.
  • Excellent written and verbal communication, facilitation, and presentation skills.
  • Proficiency with Microsoft Project, Visio, Word, Excel, PowerPoint, and SharePoint.
  • Experience with Azure DevOps, Jira, ServiceNow, or similar project and work management tools.
  • Ability to manage multiple priorities while working effectively across business and technical teams.
  • Demonstrated experience working with executive leadership and cross-functional teams.
  • PMP certification preferred.

Experience in one or more of the following areas is highly desirable:

  • Microsoft Power Platform, including Power Pages, Power Apps, Power Automate, Power BI, and Dataverse.
