Job Title: Senior Interoperability Architect LCAT Levels Supported: BPA1 / BPA2 (Senior tier; BPA1 typically for strategic/lead roles with higher experience/rates; BPA2 for execution-focused support)
Position Summary: The Senior Interoperability Architect provides expert leadership in the design, implementation, governance, and optimization of health information exchange architectures. This role ensures seamless, secure data interoperability across VA/VHA systems (including Oracle Health/Cerner EHR, VistA), federal partners, and external networks, directly supporting OIP PWS objectives for clinical informatics, patient safety, and enterprise modernization.
Primary Responsibilities
- Lead the development and maintenance of enterprise interoperability architectures, including HL7 (v2/v3), FHIR APIs, CDA documents, IHE profiles, eHealth Exchange, and VHIE frameworks.
- Conduct comprehensive technical assessments, gap analyses, risk evaluations, and solution design for integration requirements; recommend strategies to align with PWS goals, regulatory standards, and value streams.
- Oversee interface development, configuration, testing, and deployment of interoperable solutions, troubleshooting complex issues in production environments.
- Collaborate with PMO, clinical, security, and development teams using SAFe/Agile methodologies for PI planning, dependency management, and KPI/OKR tracking.
- Provide mentoring, technical guidance, and support for change management, training, and executive reporting/dashboards on interoperability performance.
- Ensure compliance with FedRAMP, ATO, cybersecurity, and health data standards while optimizing for scalability, performance, and cost efficiency.
Minimum Qualifications
- Bachelor’s or Master’s degree in Computer Science, Information Systems, Health Informatics, or related field (Master’s preferred for BPA1).
- 8–12+ years of progressive experience in health IT interoperability architecture, with strong preference for VA/VHA or federal healthcare environments (higher end for BPA1).
- Deep expertise in EHR systems, API management, cloud technologies, data mapping, and interoperability standards/tools.
- Relevant certifications: PMP, SAFe (Architect/Agilist), HL7/FHIR, or equivalents highly desired.
- Proven skills in stakeholder engagement, documentation, and delivering high-quality solutions under federal contract requirements.
