Summary

The individual selected for this position will serve as a Senior Human Resources Specialist for the Office of the Inspector General, Administrative Operations Section (OIG/AOS). In this role, the incumbent will utilize his/her expertise and leadership skills to administer a full range of operational human capital policies, programs, and services for the Audits and Evaluation Division (AED). The incumbent will assist the OIG Human Resources Officer and senior leadership in the implementation of OIG human resources (HR) policy and operations, specifically regarding general grade (GG), senior professional (SP), and/or senior executive (SES) positions. The incumbent will provide HR oversight, services, and guidance to the AED staff. Duties will include, but are not limited to:

  • Providing HR oversight, services, technical direction, and guidance to AED staff members and ensuring the quality, accuracy, and integrity of HR processes and data to enhance and improve HR operations.
  • Providing the full range of direct, hands-on HR operations for the AED, including position management and classification, strategic workforce planning and analysis, recruitment and staffing, pay/leave and benefits administration, retirement counseling and processing, employee relations, performance management, awards and recognition, policy interpretation, HR information systems, personnel processing, and recordkeeping.
  • Regularly meeting and communicating directly with senior leadership, team leads, and employees and providing expert advice and guidance. Answering complex and non-routine policy and operational questions and making decisions on work problems presented by employees and managers.
  • Performing research and problem-solving on a wide variety of complex and unusual problems, questions, and issues. The research may require extensive review of relevant OIG, NRC, OPM, and other federal policies. Keeping up to date with current developments in the HR area and advising staff regarding new trends. Recommending the development of new or revised HR procedures, practices, and policies.
  • Utilizing leadership, problem-solving, project management, and organizational skills to develop written HR project and communication plans; monitor progress toward meeting established deadlines and objectives; and ensure high-quality final oral and written HR work products.

Qualifications

To qualify for this position, you must have at least one year of specialized experience at the next lower grade level in the Federal service or equivalent experience in the private or public sector.

SPECIALIZED EXPERIENCE is defined as experience which provided expert knowledge in the Federal human resources operational areas of 1) staffing and placement; or 2) position management and classification. This experience must demonstrate a thorough knowledge of applicable Federal human resources regulations, policies, practices, and procedures.

The ideal candidate should possess the following:

  • Expert knowledge in the federal HR resources operational areas, including applicable regulations, policies, practices, and procedures.
  • Advanced skills in dealing with, and communicating effectively with, OIG staff, NRC staff, and staff of other federal agencies on HR program-related issues and activities.
  • Knowledge of the mission and strategic objectives of the OIG to facilitate communication between the OIG and its external stakeholders on HR program-related issues and activities.
  • Ability to meet and interact effectively with OIG and NRC management, to further the administration of OIG HR programs.
  • Skills in presenting HR information, ideas, and advice in a clear, concise, and logical manner, both orally and in writing.
