SUMMARY:Experienced in managing employee relations and labor relations matters, including collective bargaining agreement administration, progressive disciplinary action, and the interpretation of policies and procedures for team members and managers. Additional expertise includes team member absence management and reporting, unemployment claims processing, wage and salary administration, HRIS management, and the preparation of substantiating documentation that complies with all applicable employment laws and regulations.
Responsible for managing federal employment visa programs, including the H-2B and TN Visa Programs, and for supporting employee relations for a diverse, multi shift, union represented food production organization. Skilled in developing and enforcing HR policies, leading regulatory compliance efforts, and partnering with cross functional teams to ensure adherence to employment laws and internal standards. Leads internal and external audit activities, including SMETA social compliance audits and Form I-9 audits, and is responsible for ensuring the organization remains in compliance with all applicable state and federal regulations. Proficient in managing EEO reporting and supporting compliance throughout the talent acquisition process.

ESSENTIAL DUTIES AND RESPONSIBILITIES: Include the following. Other duties may be assigned.
- Oversees the development, implementation, and strategic coordination of the Department of Homeland Security's Non-Agricultural H-2B Visa Program and the USMCA Professional (TN) Visa Program, ensuring full compliance with federal regulations, leading audit oversight, and identifying opportunities for process improvement and risk mitigation.
- Leads and coordinates internal and external audit activities, including SMETA social compliance audits, Form I-9 and E-Verify audits, wage and hour reviews, and responses to government agency inquiries; develops audit readiness plans and corrective action plans, and ensures the organization remains in compliance with all applicable state and federal regulations, including but not limited to OFCCP, EEOC, ADA, FMLA, FLSA, FCRA, USERRA, and IRCA requirements.
- Facilitates regulatory compliance across the organization by partnering with business unit HR leaders to design and implement audit processes, and by developing and managing programs and policies that ensure ongoing adherence to applicable federal, state, and local employment laws, including FLSA, FMLA, ADA, FCRA, Title VII, ADEA, USERRA, IRCA, and other regulations enforced by the EEOC, OFCCP, and Department of Labor.
- Leads the review, revision, communication, and enforcement of company wide HR policies and procedures in coordination with senior leadership, including the creation and maintenance of the team member handbook.
- Oversees equal employment opportunity compliance and nondiscrimination programs, including annual EEO-1 filings and related documentation; monitors VEVRAA and Section 503 obligations to the extent applicable to covered federal contracts; tracks evolving federal and state regulatory changes; and partners with the Recruiting team to ensure compliance with applicant tracking, data integrity, and WOTC requirements.
- Supports labor relations activities under the collective bargaining agreement, including grievance administration, arbitration preparation, disciplinary action review, and support of contract negotiations in partnership with HR leadership and outside counsel.
- Proactively identifies and reports compliance issues or operational deficiencies with timely recommendations for resolution, maintains strong professional relationships with internal departments, facility personnel, and community stakeholders, upholds strict confidentiality of sensitive HR and recruiting information, and performs special projects and other duties as assigned by executive leadership.

EDUCATION and/or EXPERIENCE: Four-year degree in Human Resources, Industrial Relations, or Business Management. Five (5) to ten (10) years of progressive Human Resources experience, including employee relations, labor relations, and regulatory compliance, with strong knowledge of federal and state employment laws. Three (3) to five (5) years manufacturing environment. Strong reading, communication, and analytical skill required. Must be computer literate (Excel, Word, Outlook) and capable of creating spreadsheets and working with large volumes of data. Must be a detail-oriented, effective performer who can operate within strict timelines and adapt to a fast-paced multi-task environment. Must be self-motivated, committed to performing quality work, and able to work within a team environment.
KNOWLEDGE: Strong experience with HRIS systems required.
LICENSE/CERTIFICATIONS: Valid Passport. PHR or SHRM-CP preferred.
LANGUAGE SKILLS: Must have excellent written and verbal communication skills. Possess the skill set to effectively communicate with others within and outside of the Company. Ability to read and interpret documents in the English language, such as general business periodicals, technical procedures, or governmental regulations. Ability to write reports and business correspondence.
MATHEMATICAL SKILLS: Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to perform these operations and apply concepts of basic algebra and geometry.
REASONING ABILITY: Ability to solve practical problems. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
OTHER SKILLS AND ABILITIES: Ability to use computers and all standard programs used by the industry and learn and effectively use any and all other computer programs that are or will be made available.
