Responsibilities
Provide administrative and technical support across two or more Federal workforce relations areas, including employee relations, labor relations, and performance management.
Research workforce relations policies, regulations, business processes, and program requirements.
Provide guidance and support in administering employee and labor relations policies and programs consistently across headquarters.
Support internal and external Employee Relations audits and reviews.
Manage Employee Relations records, requests for information, document collection, inquiries, and related internal and external correspondence.
Provide high-level administrative support, including scheduling, meeting logistics, deliverable tracking, document review, electronic filing, and project coordination.
Develop and maintain standard operating procedures documenting administrative functions, workload management, deliverable tracking, and other workforce relations business processes.
Collect workforce relations data from headquarters program offices and prepare basic aggregated analyses using spreadsheets, databases, formulas, charts, and graphs.
Prepare training materials for government employees covering standard operating procedures, policies, processes, and applicable Federal regulations.
Support the headquarters Awards Program by reviewing and processing awards in accordance with DHS policies, directives, and established procedures.
Assist the Awards Program Manager with program administration, employee recognition activities, and awards ceremonies.
Support the planning, review, programming, logistics, and execution of employee recognition ceremonies.
Prepare Employee Relations documents, responses, research, archival materials, reports, and other program documentation.
Perform data entry, project tracking, administrative actions, audit support, and other Employee Relations program support as needed.
Qualifications
10 years Experience supporting Federal employee relations, labor relations, performance management, awards, or related workforce programs.
Knowledge of Federal HR policies, regulations, records management, and administrative processes.
Experience supporting audits, maintaining ER records, developing SOPs and training materials, and tracking program deliverables.
Proficiency with Microsoft Excel, including basic formulas, charts, graphs, and data analysis.
Strong research, writing, organization, communication, and project-coordination skills.
