Job Duties

The Virginia Lottery, an independent state agency, is currently seeking a Senior Financial Analyst for its Gaming and Compliance Department.

The Senior Financial Analyst will:
This position will be responsible for financial planning, analysis, and financial integrity within Gaming Compliance. Will prepare complex reports based on expense monitoring and revenue forecasting within the entire Gaming fund. Submits completed reports to the Accountant Manager with recommendations on financial trends and forecasting. Will assist financial investigators with reviews of the financial statements and related information submitted for Sports Betting and Casino applicants, entities, key managers, and principals. Submit completed written reviews to the Accountant Manager with a recommendation as to whether an applicant is financially viable.
• Analyze financial data and trends to provide insight that assist in decision-making processes.
• Develop financial models to project revenues, costs, and profitability for gaming, supporting strategic planning and decision making.
• Ensure all financial records meet standards for gaming activities while identifying potential risks and recommend mitigation strategies.
• Track financial performance against forecasts and recommend adjustments to ensure alignment with organizational goals.
• Thoroughly examine, analyze, and investigate financial statements, accounting records, bank statements, computer records, business records, public documents, and other relevant records.
• Evaluates underlying investigative, financial, and analysis theories to make determinations regarding the financial suitability of gaming applicants.
• Identify and calculate relevant financial ratios to assure applicant financial integrity and suitability.
• Identify, evaluate, and present for management consideration current accounting, economic and financial analysis methods, and techniques for use during license application reviews
Safeguards applicant confidentiality related to handling, storage, and usage of confidential records.
• Organizes and prioritizes assigned work to meet specified due dates.
• Prepare and present financial findings to management, highlighting key variables and variances. This may involve variance analysis, trend identification, and forecasting.
• Partner with Lottery Finance and Gaming Compliance to align financial strategies and reporting.
• Prepare well-written narratives containing substantive information that will become the basis for recommendations to the Board. Prepare documents and accumulate evidence to support investigative findings and written recommendations.
• Utilize available resources necessary to conduct timely investigations and analyses.

Minimum Qualifications
• A bachelor's degree in finance, accounting, or related field is required. Minimum five years of experience in financial accounting, financial analysis, and forecasting.
• Extensive knowledge of financial statement preparation, analysis, and review.
• Extensive knowledge of gaming laws and regulations of the Commonwealth and their application.
• Excellent analytical decision-making, and critical thinking skills.
• Knowledge of economic and accounting principles and practices, the financial markets, banking and the analysis and reporting of financial data.
• Understanding of theory and application of financial ratios.
• Attention to accuracy and detail.
• Advanced financial investigative principles and techniques.
• Ability to multi-task while conducting complex financial investigations and working collaboratively with internal Virginia Lottery staff and individuals from external entities.
• Demonstrated ability to research, generate, analyze, and summarize data.
• Proficient in desktop applications (such as but not limited to, Microsoft Word, Excel, Teams, and Outlook) as part of daily job responsibilities.
• Excellent communication (oral and written) skills.
• Demonstrated ability to work independently and as a team.
• Ability to maintain strict confidentiality of sensitive material.
• Knowledge of the principles, practices, and procedures of business and public administration.
• Ability to present recommendations clearly and concisely.
• Ability to exercise judgment and discretion in applying gaming laws and regulations.
• Ability to communicate effectively with co-workers, staff of other agencies, and the public.
• Work is generally independent and collaborative in nature.
• May assume a team lead role for the work group

Additional experience in investigative or regulatory work or experience in the gaming industry.
