Full Job Description
MANTECH seeks a motivated, career and customer-oriented Senior Financial Analyst to join our team in Washington, D.C. This is an onsite position.

Responsibilities include, but are not limited to:
  • Responsible for financial planning, modeling, and providing financial management support to prepare, monitor, and track budgets for Navy Research and Development programs.
  • Support and provide recommendations regarding the Planning, Programming, Budgeting, and Execution (PPBE) process, including Program Objective Memorandum (POM) paper preparation and Obligation Phasing Plans (OPP) tracking.
  • Manage financial analysis projects, statistical studies, and key management reporting processes, including using Program Budget Information System (PBIS) throughout the PPBE cycle.
  • Assist in defining project goals, developing plans, schedules, cost estimates, resource requirements, and resulting budgets to achieve program objectives within fiscal constraints.
  • Plan and track obligations and expenditures to ensure successful program financial performance using Navy Enterprise Resource Planning (ERP).
  • Prepare funding documents, perform invoice reconciliation, monitor benchmarks, and identify financial risks for timely corrective action.
  • Conduct financial analyses to support management of program cost, schedule, and performance, using appropriate tools to communicate trends and recommendations.


Minimum Qualifications:
  • Bachelor's degree in business or a related field, or a High School Diploma and 8 additional years of relevant experience
  • 10+ years of relevant experience in business and financial management
  • Experience supporting the PPBE process and budget planning submittals
  • Experience with obligation and expenditure tracking against financial benchmarks
  • Experience utilizing financial management systems to prepare funding documents and perform reconciliation
  • Experience performing complex financial modeling, project cost estimation, and trend analysis


Preferred Qualifications:
  • Experience with the US Navy, including active duty, government civilian, or support contractor roles.
  • Experience working directly with US Navy Program Managers in an analyst role.
  • Self-starter with excellent communication skills to manage subordinate staff and guide investment decisions.


Clearance Requirements:
  • U.S. citizenship required and an active or current Secret clearance.


Physical Requirements:
  • The person in this position must be able to remain in a stationary position 50% of the time.
  • Needs to occasionally move about inside the office to access file cabinets, office machinery, or to communicate with co-workers, management, and customers via email, phone, or virtual communication, which may involve delivering presentations.


The projected compensation range for this position is $109,000.00-$181,500.00. There are differentiating factors that can impact a final salary/hourly rate, including, but not limited to, Contract Wage Determination, relevant work experience, skills and competencies that align to the specified role, geographic location (For Remote Opportunities), education and certifications as well as Federal Government Contract Labor categories.
