Job DescriptionTerracon is seeking an experienced Environmental Regulatory Compliance Engineer or Scientist to join our Team in West TexasThis is an excellent opportunity for a highly-motivated individual to lead local and regional compliance efforts and assist with projects across the country.
This individual must have a strong technical background, provide leadership and guidance on projects, work with existing staff to develop regulatory compliance opportunities locally and regionally, and grow the practice area. The individual must be currently established in the air permitting market in Texas and have strong knowledge of oil and gas, manufacturing, power generation, data centers, and industrial sectors. The individual will be responsible for growing the air permitting sector within the regulatory compliance practice. They will serve as a local point of contact and provide support for regional and national environmental compliance endeavors. They will review deliverables for quality following company standards and policies; provide leadership in environmental compliance marketing efforts; maintain existing and develop new client relationships; prepare proposals, cost estimates, and reports; and train, mentor, and direct field staff and project professionals.
The individual should be highly specialized and have solid experience in Texas air permitting, including:
- Title V permits
- Permits by Rule,
- New Source Review (major and minor sources)
- Air permitting applicability determinations and permitting strategy
- Emissions calculations (criteria pollutants, HAPs, GHGs)
- Review and preparation of complex permit applications
- Oversight of air dispersion modeling (even if performed by others)
- Regulatory analysis and interpretation
- Agency coordination and negotiation with TCEQ
- Client-facing technical discussions and strategy development
ResponsibilitiesThe individual should have general knowledge of other regulatory compliance areas as listed below:
- Stormwater (municipal, industrial, construction)
- RCRA/Hazardous waste
- Oil Storage/SPCC plans
- SARA Title III (Tier II/TRI) reporting
- Industrial wastewater
Essential Roles and Responsibilities: - Grow and expand existing environmental compliance services with a focus on the air permitting practice
- Prepare calculations, applications, plans, reports, proposals, and other deliverables,
- Manage projects and staff to ensure quality and timeliness,
- Understand the local and regional market
- Develop strong working relationships with clients,
- Develop proposals in response to RFPs and client requests,
- Participate in the development of local and regional marketing strategies,
- Support safety efforts to promote safety rules and guidelines, and
- Evaluate problems and develop practical solutions that enable our clients to achieve and maintain compliance with environmental regulations.
Qualifications- Bachelor's degree in Environmental Engineering, Civil Engineering , Chemical Engineering (preferred), or environmental-related discipline
- Minimum 13 years' experience which may include advanced study and research in field.
- PhD in Environmental Engineering preferred.
- Demonstrated high level of technical writing ability
- Excellent analytical and communication skills
- Strong working knowledge of Microsoft Excel and Word
- Ability to prioritize, organize, and accomplish work and possess a positive attitude
- A valid driver's license with acceptable violation history may be required
Preferred Qualifications - Operating Group Manager and Service Line Director approval required.
- Terracon Authorized Project Reviewer status required or recognized as a specialized technical subject matter expert (SME).
- 40-hour OSHA HAZWOPER and current 8-hour refresher
