The City of Oceanside is accepting applications for the position of Senior Engineering Assistant. There is currently one vacancy in the Development Services -Engineering Division.
The position will provide support to the Engineering Division in Development Services, and may also assist the Building, Planning and Code Enforcement divisions as needed. The ideal candidate will have a strong background with using GIS, AutoCAD, and MS Project, as well as performing webpage design and/or maintenance. Work in an office environment with focus on project schedule updates, record keeping and filing is also a requirement.

Experience in Capital Project assistance, progress payment processing, field and office surveying, and FEMA compliance related to Elevation Certificates is highly desired, but not required.
Examples of Duties
The Senior Engineering Assistant provides accurate information and assistance to developers, contractors and the public over the phone or at the counter regarding City street, storm drain, water and sewer systems and encroachment permit; plan checks all construction plans of street, storm drain, water and sewer lines and/or facilities to be installed; ensures that plans meet City specifications and codes; supervises and coordinates staff in answering questions and providing information to the public concerning related engineering activities; maintains current knowledge of City ordinances regarding street, storm drain, floodplain, survey, water and sewer systems; assists in updating the storm drain, water, sewer and other master plans; provides street, storm drain, water and sewer installation costs including and buy-in fee amounts as appropriate; attends and participates in various meetings with developers and contractors; responds to questions and inquiries from the public regarding street, storm drain, FEMA floodplain, survey and traffic issues; reviews street, storm drain, floodplain, traffic studies and improvement plans; corrects submitted improvement plans; investigates and suggests improvements to traffic safety; reviews traffic signal operations and devices in the field; inspects traffic signal installations.

Minimum Qualifications

Knowledge of:

  • Principles and practices of engineering as applied to the design and construction of street,
storm drain, water and sewer systems.
  • Principle and practices of floodplain management.
  • Principles and practices of traffic engineering.
  • Principles and practices of land surveying
  • Principles, procedures, techniques and equipment used in drafting and surveying.
  • Nomenclature, symbols, methods, practices, techniques and instruments used in engineering, surveying, and mapping.
  • Mathematics, including algebra, geometry and trigonometry and their application to engineering.
  • Methods and techniques of customer service.
  • City ordinances, policies and procedures.
  • Principles of supervision, training and evaluation.
  • Modern office procedures, methods and equipment including computers and applicable software applications.
  • Principles and procedures of record keeping.
  • Pertinent Federal, State, and local laws, codes and regulations.

Ability to:

  • Read and interpret construction plans and specifications.
  • Respond to requests and inquiries from the general public.
  • Review traffic operations in the field and recommend corrective measures for improved safety.
  • Interpret and explain applicable City codes and ordinances.
  • Supervise and train subordinate staff.
  • Prepare clear and concise reports.
  • Prepare visual presentation aids.
  • Perform basic arithmetic calculations accurately.

Experience and Training
Any combination of education, training, and experience that provides the knowledge, skills, and abilities required is qualifying. A typical way to obtain the requisite knowledge, skills and abilities are as follows:
Experience: Two years of field, office engineering support work, surveying work, or traffic engineering experience.

Training: Equivalent to an Associate's degree from an accredited college or university with major course work in engineering or a related field.
A Bachelor's Degree in GIS, Civil Engineering or Web Design/Coding may be considered with one-year of office or field work, instead of the two years minimum experience noted.

License: Possession of, or ability to obtain and maintain, an appropriate valid California driver's license.
Working Conditions and Selection Process
Environmental Conditions: Office and field environment; travel from site to site; exposure to noise, dust, grease, smoke, fumes, gases, traffic; extensive public contact.
Physical Conditions: Essential functions may require maintaining physical condition necessary for sitting, walking or standing for prolonged periods of time; speaking and hearing to exchange information; visual acuity to read and interpret specifications and drawings.

Disability and Life Insurances

Uniforms

The City will provide uniforms for any employee required by the City to wear such uniform in the course of their regular job duties.

Commercial Driver License
The City will reimburse the application cost of Commercial Class A or B Driver License to full-time employees in certain classifications.

Safety Shoes
The City will provide reimbursement up to $200 towards the purchase price of safety shoes to employees who are required to wear such shoes on the job.
