SENIOR DIRECTOR OF HUMAN RESOURCES (12 month)

Job Goals:

The Senior Director of Human Resources leads the development and execution of district-wide human capital strategy to support student achievement and organizational effectiveness. This position oversees all aspects of human resources administration. The Senior Director ensures that HR policies and practices are equitable, legally compliant, and aligned with district priorities.

Qualifications: Master's degree from an accredited college/university in Human Resources Management, Educational Leadership/Administration, or Business Administration (MBA); doctorate preferred.
  1. Valid Alabama certification in administration/supervision preferred.
  2. Five (5) years of administrative experience in school administration (principal or system-level experience) and five (5) years of successful teaching experience required; OR ten (10) years of progressive Human Resources experience including at least five (5) years in HR leadership within a large public-sector or educational organization.
  3. Ability to meet the suitability criteria for employment and/or certification/licensure under the Alabama Child Protection Act of 1999 and Act No. 2002-457.
  4. Possess and maintain a valid driver's license and provide own transportation to various work locations. (If needed as part of job duties).
  5. Knowledge of federal and state laws (e.g., FMLA, ADA, Title IX, Equal Employment laws).
  6. Demonstrated proficiency in oral and written communication.
  7. Effective interpersonal skills, with an emphasis on communication and collaboration with a wide variety of people and groups.
  8. Ability to supervise and evaluate personnel assigned to the areas of responsibility.
  9. Knowledge of ALSDE regulations, Board policies, safety and security procedures, and State Department of Education regulations.
  10. Ability to identify and solve problems as a productive team member.
  11. Ability to use technology to plan instruction, to communicate, to manage data, and to produce/submit required reports, correspondence, and/or financial information.
  12. Physical strength, mobility, dexterity, stamina, and acuity to perform job responsibilities.

Performance Responsibilities and Essential Functions:
  1. Demonstrates support for the school system and its vision, goals and priorities.
  2. Develops a plan to facilitate the human resources functions for the school system including recruiting, screening, interviewing, selecting, inducting.
  3. Directs the implementation of Board policies, State and Federal Law, and guidelines relating to human resources.
  4. Coordinates with the CSFO for the budgeting of all full-time and part-time personnel.
  5. Coordinates the preparation of the personnel action section of the Board agenda.
  6. Coordinates the preparation of reports to the State Department of Education and other agencies related to human resources.
  7. Assists with the preparation of the system budget as it relates to human resources.
  8. Directs the implementation of fiscal policies and procedures related to human resources including short and long-range fiscal planning, approval of purchases, and communication of fiscal information as directed by the Superintendent.
  9. Serves as policy draft writer and policy distributor for the school system.
  10. Creates needed forms, brochures, and handbooks related to human resources.
  11. Prepares and distributes notice of vacancies and solicit applications for such vacancies.
  12. Screens and processes applications of candidates in accordance with Board Policy.
  13. Recommends to the Superintendent, after consultation with the appropriate system administrator, the appointment, assignment, transfer, and dismissal of personnel.
  14. Coordinates the investigation of personnel regarding matters related to job performance and suitability of employees.
  15. Identifies, organizes, and assigns a force of substitutes as needed.
  16. Leads the development of job descriptions for new positions and coordinates the periodic review and revision of existing job descriptions.
  17. Develops procedures for renewal of state credentials.
  18. Develops and recommends to the Superintendent such personnel management policies that insure the employment of the most qualified personnel.
  19. Prepares the TCSS Salary Schedule annually for board approval.
  20. Organize and maintain a database for all certified and classified personnel.
  21. Develops necessary security procedures to ensure the safety and confidentiality of all personnel records.
  22. Conducts and directs research and surveys of wages, salaries, and benefits in comparable school systems and industry.
  23. Serves as sexual harassment officer for the Tuscaloosa County Schools.
  24. Acts as a liaison with the Sick Leave Bank committee.
  25. Manages the online application system.
  26. Represents the Superintendent at designated times and functions as appropriate; at the direction of or in the absence of the Superintendent serves as Superintendent as authorized.
  27. Assumes day-to-day duties of the superintendent as assigned.
  28. Assists the in the selection of personnel.
  29. Directs and supervises personnel assigned to the areas of responsibility.
  30. Evaluates principals and other administrators as needed.
  31. Participates in parent and/or employee conferences as needed.
  32. Keeps abreast of current research and innovative trends to be able to provide the leadership necessary in determining their appropriateness for inclusion and modification in the district's operations.
  33. Formulates and recommends to the Superintendent, in collaboration with administrative and department staff, initiatives and activities needed for the general operation of the school system.
  34. Assists the Superintendent with the preparation of the Board's agenda.
  35. Assists with the evaluation process of school administrators, department staff, and other certified staff as may be assigned.
  36. Assists with the preparation of the System's budget as related area of assignment.
  37. Direct the implementation of fiscal policies and procedures related to the areas of assignment, including short- and long-term planning, approval of purchases, and communication of fiscal information as necessary.
  38. Assists the Superintendent as required with system initiatives, projects, and community involvement activities.
  39. Serves on school system committees, task forces, and representative groups as required.
  40. Reports potential problems, unusual events, or work irregularities to the Superintendent.
  41. Engages in professional growth and demonstrates professional ethics and effective leadership
  42. Maintains appropriate confidentiality regarding school/workplace matters.
  43. Demonstrates initiative in identifying potential problems and/or opportunities for improvement in areas of responsibility.
  44. Responds to inquiries, requests, constructive feedback, concerns and/or complaints in a timely and positive manner.
  45. Maintains and submits reports, records, and correspondence in a timely and accurate manner.
  46. Properly uses and cares for equipment and material resources of the school system and effectively supervises and monitors others in the care, maintenance, and use of tools, equipment, and inventory.
  47. Uses effective collaboration skills to work as a productive team member.
  48. Adheres to school system rules, administrative procedures, local Board policies, and state, federal, and local regulations.
  49. Reports absences and takes leave in accordance with Board policies and procedures.
  50. Performs any other job-related duties as assigned by the Superintendent.

Salary per the Tuscaloosa Teacher Salary Schedule at the Assistant Superintendent/Senior Director level based on degree and experience.
