Position Overview

This position is accountable for the supervision and direction of a squad of designers within the Plan Preparation Section of the Bureau of Design. It ensures that contract plans and special provisions for highway improvements are prepared and designed in accordance with the department's policies, standards, procedures, and accepted engineering practices.

Essential Functions

  • Plans, organizes, and directs plan preparation to ensure projects are completed in an effective, efficient, and timely manner.
  • Ensures that all plans and specifications are in accordance with design policies and procedures.
  • Ensures that other district bureaus complete plan preparation responsibilities to meet established letting dates.
  • Motivates, evaluates, organizes, and assigns subordinates to properly perform their duties.
  • Provides subordinates with direction and training necessary for the performance of their duties.
  • Performs duties in compliance with departmental safety rules. Performs all duties in a manner conducive to the fair and equitable treatment of all employees.
  • Performs other duties as assigned.


Minimum Qualifications

  • Current registration as a Licensed Professional Engineer in the state of Illinois OR current registration as a Licensed Structural Engineer in the state of Illinois.
  • Four years of experience in civil engineering.


Preferred Qualifications

  • Completion of a civil engineering degree and civil engineering educational seminars.
  • Experience as a lead designer in highway engineering.
  • Working knowledge of contract plan preparation for highway improvement projects.
  • Ability to supervise the work of other engineers and technicians.
  • Strong oral and written communication skills.
  • Ability to work independently with minimum supervision.


Conditions of Employment

  • Requires a valid driver's license.
  • Requires occasional overtime.
  • Requires occasional travel.
  • Requires successful completion of a background screening.
  • Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
  • This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
