Who You Are:

The Cost Control Manager is responsible for managing construction budgets from project inception through completion in accordance with the construction contract documents including validation of potential change orders and associated cost. This position involves leading and collaborating with various stakeholders, including project management teams (internal and external), vendors, cost consultants, and finance and accounting teams. The ideal candidate has strong collaboration skills, advanced knowledge of construction documents, analytical abilities, attention to detail, and proficiency in financial and project management software tools.

What You Will Do:

  • Examine construction contract documents and ensure continuous compliance with the contract and relevant laws.
  • Evaluate contractors' requests to award (RTA) to subcontractors, provide recommendations to the project management team for review, and monitor buyout savings.
  • During the monthly review of the pay application, ensure that contractors' schedule of values aligns with the contract, verify the required monthly documentation, reconcile the project budget as needed, and inform the project management teams.
  • Initiate purchase orders for vendors and ensure invoices comply with the agreed terms.
  • Obtain detailed monthly cash flow projections from the contractor, reconcile projections with actual figures, and provide these projections to the capital and investment teams.
  • Evaluate potential change order events by thoroughly reviewing contract documents and relevant cost information and offer well-informed recommendations to project management teams including substantiating claim positions.
  • Maintain a log of potential change orders and their approximate costs, track approved change orders, manage the internal approval process for change orders according to the delegation of authority, and ensure review by the legal department as necessary.
  • Support the finance team with the monthly loan draw process as required, including acquiring any necessary documentation from the contractor or its subcontractors.
  • Conduct weekly and biweekly meetings with external construction managers, internal project management teams, and consultants to review pay applications, required documentation, and change order status. Ensure that all teams adhere to the specified review timelines.


A highly skilled and experienced Senior Cost Control Manager will oversee the management of large-scale construction and infrastructure project budgets from inception to completion. This senior-level position will be responsible for ensuring financial discipline, effective cost control, and alignment with project and organizational objectives. This position will work closely with internal and external project teams, vendors, cost consultants, finance, and accounting teams to ensure project costs are accurately forecasted, tracked, and maintained. The ideal candidate will have a deep understanding of construction contracts, change management processes, and financial systems, along with the ability to lead teams and drive cost-effective solutions across multiple complex projects.

Essential Duties and Responsibilities:

  • Leadership & Team Development: Lead and mentor onsite cost team. Provide direction for strict adherence to cost control processes and ensure alignment across the project management teams. Foster a collaborative environment to ensure seamless execution of cost management strategies.
  • Project Budget Oversight: Manage and oversee the creation and validation of project budgets for large-scale construction and infrastructure projects. Monitor financial performance through all stages of the project lifecycle, ensuring adherence to budget constraints and identifying potential areas for cost savings.
  • Contract & Change Order Management: Thoroughly review construction contract documents and assess potential change orders. Lead the process of evaluating and approving change orders, ensuring that cost implications are accurately assessed, documented, and communicated to project stakeholders. Oversee the management of internal approval workflows for change orders in accordance with established delegation of authority protocols.
  • Cost Analysis & Forecasting: Evaluate contractors' requests and conduct in-depth analysis of cost forecasts, including cash flow projections, monthly progress payments, and variance reporting. Reconcile actual expenditures against project budgets and provide timely, actionable insights to senior leadership to ensure projects remain on track financially.
  • Vendor & Subcontractor Management: Lead and review the procurement process, ensuring that subcontractor and vendor contracts align with the project budget and contractual terms. Monitor buyout savings and assess any financial risks posed by subcontractor performance, recommending adjustments as necessary.
  • Collaboration & Stakeholder Communication: Serve as the primary financial liaison between the project teams, contractors, subcontractors, finance department, and external consultants. Facilitate regular meetings to ensure all stakeholders are informed of project financial performance, potential risks, and change order status.
  • Financial Reporting & Documentation: Provide detailed and accurate cost reports, including cash flow analysis, monthly financial reviews, and projections. Support the finance team in the monthly loan draw process, ensuring that all required documentation is obtained and accurate.
  • Risk Management & Compliance: Assess and mitigate cost-related risks, ensuring all project costs remain within the approved budget. Ensure compliance with relevant financial regulations, internal policies, and construction contract terms.
  • Mentorship & Knowledge Transfer: Lead internal training and mentorship initiatives to develop cost control capabilities within the team. Share best practices, lessons learned, and industry insights to promote continuous improvement in cost management processes.
  • Third-Party Oversight: Manage third-party cost auditing teams and consultants, ensuring that all external parties align with the project's financial objectives and contractual obligations.


What You Will Need to be Successful:
  • Bachelor's degree in construction management, financing, or accounting; or relevant professional experience.
  • Ten or more years of experience in cost control, construction, or project management with prior experience in a senior or leadership role.
  • Deep expertise in construction contract documents, change management, and budget control processes.
  • Advanced proficiency in financial and project management software (e.g., Workday, e-Builder, Procore, Autodesk Construction Cloud).
  • Proven ability to provide detailed and accurate financial forecasts, track project costs, and manage budgets through all stages of a project lifecycle.
  • Ability to analyze complex financial data and present recommendations clearly to senior stakeholders.


Nice to Have:
  • Master's degree or professional certifications such as PMP, CCP, or similar are a plus.
  • Ten or more years of experience in cost control, construction, or project management preferably overseeing large-scale construction or infrastructure projects in a senior or leadership role.
  • Three or more years of experience in a leadership or management role.
  • Advanced knowledge of industry-specific regulations and best practices in cost control.
