Base pay is influenced by several factors including a candidate’s qualifications, relevant experience, and anticipated contributions to meet the needs of the business, along with internal pay equity and external market driven rates. The salary range displayed has not been adjusted for geographical location. This position is responsible for the full scope of the talent acquisition process, including sourcing candidates, screening applicants, referring qualified candidates to managers, negotiating and presenting offers, and completing background checks. The selected candidate will support stakeholders within Capital's IT&D division by developing and executing sourcing and recruiting strategies for technical talent across a broad range of disciplines. The recruiter is expected to maintain a strong understanding of emerging technologies, evolving technical skill sets, and labor market trends to effectively identify and attract talent in high-demand areas. This individual must be able to assess technical backgrounds, evaluate candidate qualifications against business needs, and apply appropriate due diligence practices to help identify potential inconsistencies, misrepresentations, or concerns related to candidate credentials, experience, or identity throughout the hiring process. The successful candidate will serve as a trusted advisor to hiring leaders, providing market insights, talent intelligence, and guidance on recruiting strategies to secure top technology talent. Recruitment support for other business areas within Capital may be required.

Responsibilities and Qualifications

Full Time Recruitment:

  • Participates in the development and implementation of innovative recruitment strategies to proactively source a pool of highly qualified applicants.
  • Recruits, interviews, evaluates and recommends qualified applicants for vacancies for both individual contributor and leadership level roles.
  • Conducts screening interviews to ensure that the candidate has the skills necessary to perform the job functions and presents qualified candidates to management for review.
  • Collaborate with business partners to understand the division's talent needs and recommend effective solutions to meet those needs.
  • Participates in Capital's community and college/university events to promote internship and full time opportunities across all business areas.

Contingent Workforce Recruitment:

  • Partners with external recruiting agencies to support the hiring of specialized and hard-to-fill positions.
  • Facilitates intake discussions between hiring managers and agency partners to communicate position requirements, critical skill sets, experience expectations, and business needs.
  • Negotiates contingent labor bill rates and manages vendor relationships to ensure quality talent delivery and cost-effective staffing solutions.
  • Oversees the administrative processes associated with contingent workforce staffing, including onboarding coordination, documentation, compliance requirements, and system transactions to ensure a seamless onboarding experience.

Skills:

  • Well-developed verbal and written communications skills and demonstrated negotiation, interpersonal and networking skills.
  • Proficiency with iCIMS and Workday is highly preferred.

Knowledge:

  • Demonstrated ability to manage multiple projects and priorities in a deadline driven environment, while maintaining a customer-focused approach.
  • Working knowledge of applicant screening, assessment and interviewing practices and methods as they apply to filling individual contributor and leadership level positions.
  • Understanding of State and Federal Regulations as they relate to the recruitment/staffing/selection process (e.g., Title VII, ADA, etc.).
  • Strong analytical and decision-making skills.
  • Proficiency with Microsoft Office Suite.

Experience:

  • Minimum 5+ years of experience in a recruiting/staffing/talent acquisition capacity.
  • Previous experience in technical recruitment is highly preferred.

Education and Certifications:

  • Bachelor's degree in business, HR or related field and PHR/SPHR certification preferred.

Physical Demands:

  • While performing the duties of the job, the employee is frequently required to sit, use hands and fingers, talk, hear, and see.
  • The employee must be able to work over 40 hours per week. The employee must occasionally lift and/or move up to 5 pounds.

Travel:

  • Occasional travel to the Harrisburg corporate office and local college/universities may be necessary.
