Full Job Description
Our Human Resource Strategy and Execution team is looking to add a position in Calgary to support the Contingent Workforce Program Office, reporting to a Team Lead in Canada.

We are seeking an experienced Advisor who combines deep contingent workforce expertise with a strong execution mindset. This individual will serve as a trusted partner to hiring leaders, suppliers, and internal stakeholders, providing expert guidance on contingent workforce governance while supporting the day-to-day activities required to deliver a high-performing program.

The successful candidate will serve as a trusted advisor and subject matter expert, bringing the judgment and credibility to guide leaders through complex workforce, governance, and compliance matters. Equally important, they will be willing to roll up their sleeves and personally lead the operational activities required to deliver program outcomes, recognizing that excellence in execution is just as important as strategic insight.

This role is ideal for someone who enjoys solving complex problems, working through ambiguity, building strong stakeholder relationships, and translating strategy into practical, effective execution.

What you'll do

Program Advisory & Stakeholder Support
  • Serve as a trusted advisor to hiring leaders, HR, Supply Chain, Finance, Legal, and other stakeholders on contingent workforce processes, governance requirements, sourcing strategies, risk mitigation, and program best practices.
  • Navigate complex and unique workforce situations where no established process exists, applying sound judgment and practical problem-solving skills.
  • Support leaders through the contingent workforce engagement lifecycle, providing guidance on role requirements, sourcing approaches, rate considerations, compliance requirements, and worker classification.
  • Handle sensitive situations and difficult conversations with professionalism, discretion, and confidence.
  • Build trusted relationships with stakeholders and influence outcomes through expertise, collaboration, and strong business acumen.

Program Operations & Delivery
  • Manage the end-to-end lifecycle of contingent workers, ensuring smooth onboarding, compliance, extensions, and timely offboarding.
  • Take ownership of a portfolio of contingent workforce requests and activities, acting as the primary point of accountability from intake through completion and ensuring work progresses efficiently through each stage of the lifecycle.
  • Proactively engage leaders, suppliers, and other stakeholders to monitor progress, remove barriers, mitigate risks, and maintain momentum toward successful outcomes.
  • Support hiring leaders with job postings, candidate reviews, interview coordination, and workforce-related inquiries as required.
  • Provide ongoing support throughout the contingent worker lifecycle, proactively managing engagement changes, resolving issues, addressing performance concerns, and coordinating with leaders and suppliers to support successful outcomes.
  • Partner closely with suppliers to meet resourcing needs, resolve issues, and drive accountability for service delivery.
  • Monitor supplier performance and partner with suppliers to address service delivery issues, improve outcomes, and ensure compliance with contractual and program expectations.
  • Maintain service levels and deliver a positive experience for both internal and external stakeholders.

Governance, Compliance & Risk Management
  • Apply governance principles and integrate policy, tax, legal, audit, and compliance requirements into day-to-day decision making.
  • Provide guidance on contingent workforce policies, standards, and processes to support consistent and compliant program delivery.
  • Assess and help mitigate risks associated with contingent workforce engagements, partnering with stakeholders to address issues while ensuring compliance with policy, contractual obligations, and governance requirements.
  • Support internal and external audits and ensure program activities align with governance requirements.
  • Conduct policy reviews, compliance assessments, and other activities that support effective workforce governance and risk mitigation.
  • Identify risks, evaluate impacts, and develop practical solutions that balance business needs with governance requirements.

Program Improvement & Strategic Initiatives
  • Identify opportunities to improve processes, controls, systems, and stakeholder experience, and lead implementation activities where appropriate.
  • Support cross-functional initiatives involving HR, Supply Chain, Finance, Legal, IS, Enterprise Security, suppliers, and business stakeholders.
  • Act as a change champion by helping stakeholders understand and adopt new processes, tools, and ways of working.
  • Develop communications, guidance materials, and talking points to support program initiatives and organizational change.
  • Consider upstream and downstream impacts when implementing changes and recommendations to ensure sustainable outcomes.

Analytics, Reporting & Insights
  • Leverage reporting tools and Power BI dashboards to monitor program performance, identify trends, and provide actionable insights, while supporting the ongoing development and enhancement of program reporting capabilities.
  • Conduct workforce, rate, supplier, and program analysis to support decision-making and continuous improvement.
  • Prepare presentations, recommendations, and briefing materials for leaders and stakeholders.
  • Translate complex data and findings into meaningful insights and actionable recommendations.


Minimum Qualifications
  • 5+ years of experience in contingent workforce management, Human Resources, Supply Chain, procurement, program management, or a related field.
  • Bachelor's degree in Business Administration, Human Resources, Supply Chain, or a related field.
  • Experience working within a contingent workforce program office, managed service provider (MSP), staffing organization, resource management, or vendor management system (VMS) environment.
  • Experience with SAP Fieldglass, SAP, Workday, or similar workforce management platforms.
  • Experience supporting governance, compliance, audit, policy, or risk management activities.
  • Experience partnering with suppliers to support resourcing, service delivery, and performance management.


Preferred Qualifications
  • Strong analytical skills, including experience leveraging reporting tools and dashboards to support decision-making and continuous improvement. Experience building or supporting Power BI reporting solutions is considered an asset.
  • Demonstrated ability to navigate ambiguity, exercise sound judgment, and manage competing priorities.
  • Strong stakeholder management, communication, and influencing skills, with the ability to build relationships and drive outcomes without direct authority.
  • Demonstrated ability to balance strategic thinking with hands-on execution in a fast-paced environment.
  • Experience supporting cross-functional initiatives with multiple business stakeholders is considered an asset.


This position requires candidates to:
  • Have current, valid authorization to travel internationally (including but not limited to Canada, US and Mexico)
  • Travel to other company locations for temporary assignments, meetings or training may be required (estimated up 5% of work schedule)
  • Overnight stays away from home base may be required (estimated up 5% of work schedule)
  • Possess, or be eligible to receive, a valid passport and maintain travel eligibility for Domestic, Cross Border, and International Travel (including the USA and Mexico)
