About the Role:

As a learning and development project manager in the Change Management and Learning Development practice area, you will collaborate with team members to support a large-scale learning modernization initiative for the New York State Office of Children and Family Services (OCFS). This role will lead the planning, coordination, and implementation of multimedia solutions developed in Articulate Storyline and Articulate Rise while partnering with agency leadership, subject matter experts, instructional designers, and technical teams to ensure successful project delivery.

Serving as a learning and development project manager, your day-to-day role as a NYSTEC consultant will include combining project management skills with experience supporting learning and development initiatives within New York State government or other highly regulated environments. They will translate complex policies and business processes into effective training solutions and can successfully manage stakeholder expectations throughout organizational change.
Key Responsibilities
  • Lead the planning, coordination, and execution of learning and development project activities in support of a large-scale learning modernization initiative.
  • Manage the implementation of multimedia training solutions developed using Articulate Storyline, Articulate Rise, and related learning technologies.
  • Coordinate cross-functional project teams, including agency leadership, subject matter experts, instructional designers, technical staff, contractors, and vendors.
  • Partner with stakeholders to translate complex policies, program requirements, and business processes into effective training deliverables.
  • Support organizational change management activities, including communications, training rollout, stakeholder engagement, and user adoption.
  • Develop and maintain project documentation, meeting materials, executive communications, status reports, and other project artifacts.
  • Manage project timelines, priorities, risks, issues, dependencies, and stakeholder expectations to support successful delivery.
  • Apply knowledge of New York State government, public sector operations, and health and human services programs to support project outcomes.
About you:
Required Qualifications
  • Experience managing learning and development, training implementation, organizational change, or business transformation projects.
  • Experience working with New York State agencies or within another public sector or highly regulated environment.
  • Knowledge of New York State policies, administrative processes, and governance structures.
  • Experience coordinating cross-functional teams, subject matter experts, and business stakeholders.
  • Strong facilitation, communication, and relationship management skills.
  • Experience reviewing complex policy or program information and translating it into actionable project deliverables.
  • Demonstrated ability to manage multiple priorities, timelines, risks, and stakeholder expectations simultaneously.
  • Experience developing project documentation, meeting materials, executive communications, and status reporting.
  • Proficiency with Microsoft Office Suite, including Excel, Word, PowerPoint, Teams, and SharePoint.
  • Experience supporting health and human services, child welfare, or other New York State health and human services programs is highly desirable.

Preferred/Desired Qualifications
  • Experience supporting implementation of Articulate 360 learning solutions or other multimedia development platforms.
  • Familiarity with learning management systems (LMS) and online training delivery
  • Experience supporting organizational change management initiatives, including communications, training rollout, and user adoption.
  • Experience managing contractor or vendor relationships and coordinating deliverables.
  • Knowledge of instructional design principles and adult learning methodologies.
  • Relevant certifications include Project Management Professional (PMP), Certified Change Management Professional (CCMP), or Prosci

Education and Experience
  • A bachelor's degree and three - five years of related experience in health and human services or a related field. Fifteen years' experience or more preferred.
  • An equivalent combination of advanced education, training, and experience will be considered.
The target base salary for this position is $84,497.00 to $109,846.00 per year. When determining compensation, we analyze and carefully consider several factors, including skill set, experience, location, and job-related qualifications
