Job Summary

This position has single point field accountability for all aspects of the Mayo Ash Basin Closure Projects. Participate as a project team member and provide primary construction oversight of construction contractors performing work for the Ash Basin Closure Projects at Mayo Steam Station. Projects currently include: Ash Basin Excavation, Landfill Construction, Landfill closure, Dam decommissioning, and water treatment. The Sr. Construction Specialist is accountable to ensure all project field success factors are met, including but not limited to scope, schedule, cost, quality, environmental, safety, communications, security, and integration. The position serves as the unifying field agent providing leadership, management, direction, coordination, and control of the project execution phase in accordance with the established policies, procedures, systems, and requirements of Duke Energy. The intent is to fill one position with strong environmental background/experience as well as a person experienced navigating various aspects of environmental and regulatory compliance.

Responsibilities
  • Provide leadership, oversight management, and coordination to the various internal and external organizations that are providing services to the project construction effort (such as engineering, project controls, estimating, supply chain, legal, EHS, QA/QC, operations, security, transmission, etc.). The Sr. Construction Specialist has senior level responsibility to matrixed members of the site construction team on a daily basis and is responsible for evaluating project teams appropriately.
  • Assist with schedule formation and monitoring, cost control measures, start-up and commissioning plans or site readiness, and integration processes. This includes the following project phases, construction, start-up and commissioning or site readiness, turnover to for operations, and warranty oversight.
  • Assist with the update, and enforcement of the Project Execution Plan (PEP) for the project that includes objectives, stakeholders, scope, roles and responsibilities, assumptions and constraints, deliverables, WBS, schedule, contractor and supplier strategy, budget, lessons learned, risk plan, quality plan, safety plan, environmental plan, security plan, integration plan, communications and reporting plan, change management, and project close out.
  • Manage all project deficiencies that impact cost, schedule, performance, environmental, safety, and quality (potential change orders, change orders, RFI's, non-conformances, contractual disputes, scope gaps, etc.)
  • Provide daily contract management oversight and adherence throughout the project for all contracts (equipment, services, engineering, procurement, construction (EPC), consulting, staff augmentation, etc.).
  • Field engineering and construction oversight; monitor the engineering and construction plan performance and implement corrective action if appropriate. Identify and mitigate all risk items that may jeopardize safety, cost, schedule, performance, quality, or environmental compliance.


Required/Basic Qualifications
  • Associates degree in a technical field
  • 8 years related work experience
  • In lieu of Associates degree(s) AND 8 year(s) related work experience listed above, High School/GED AND 10 year(s) related work experience


Desired Qualifications
  • Bachelors degree in related field
  • In addition to desired degree, 15 years related work experience
  • Project Management Professional and/or OSHA 30 Hour and/or Certified Construction Manager (CCM) and/or NCCER Certification and/or Licensed Contractor
  • Prior experience as a Construction Specialist, Implementation Manager or related position at the Duke Energy Mayo Ash Basin Closure Project
  • Prior Experience with Landfill Construction
  • Prior experience with the Duke Energy-CCP Lockout-Tagout (LOTO) processes and procedures


Additional Preferred Qualifications:
  • Contract management, scheduling, safety regulations both Duke Energy's and OSHA, various codes such as ASME, ACI, NEC, ANSI
  • Familiarity with polymer/clarifier/MMFs wastewater treatment systems
  • Demonstrated experience operating CCP landfills including: Stormwater basins, landfill leachate systems, and forcemain vaults.
  • Experience performing CCP landfill inspections


Working Conditions
  • Onsite Mobility Classification - Work will be performed at a company facility
  • Performs work in an outdoor environment during all seasons
  • Required to observe work in all areas of major construction which includes exposure to heat, cold, noise, dust and humidity.
  • May be required to climb ladders and stairs at various heights; enter vessels or equipment with limited access; walk, stoop, bend or squat.
  • May be required to observe work in all areas of generating facilities which are power plant, industrial environments operating 24 hours a day, 365 days a year
  • Regularly required to sit, talk, hear, use and reach with hands, arms and fingers.
  • There is potential exposure to high stress situations and requirement to be available for emergency response as required by the needs of service.
